Peru Committee of the Whole awards bids

The Peru Committee of the Whole met Oct. 17 to award bids.

Here are the meeting's minutes, as provided by the committee:

The committee of the whole consists of all members of the Peru City Council.

COMMITTEE OF A WHOLE MEETING OCTOBER 17, 2016

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, October 17, 2016 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

MINUTES

City Clerk Dave Bartley presented the Committee Of A Whole Minutes of September 19, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

PRESENTATION

FINANCE AND SAFETY SERVICES COMMITTEE

Alderman Potthoff reported on the initial engagement with Bernardi Securities to refinance the Series 2009 Hydro bond with an estimated savings of $60,000-$70,000 per year.

Alderman Radtke asked for further research on paying down additional debt including part of the Series 2009 Hydro bond.

Alderman Potthoff reported on the new wraps for the City’s welcome signs on North Peoria and West Route 6.

ASM Bernabei reported on going out to bid for the three vehicles (2 ESDA vehicles and 1 Electric Department)

Alderman Potthoff commented positively regarding the Community Service labeled vehicle and the good community impact.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf stated the awarding of the bid for new electric department derrick truck is being delayed for further review to the Utility Fund expenditure priorities.

Chris Perra of T.E.S.T. reported on the bio-solid waste annual agreement to be approved at the Regular meeting. Mr. Perra stated the activity is EPA approved and will be spread on local farm fields.

Alderman Lukosus reported on the evaluation process to determine best option for protecting tanks with a building.

PUBLIC COMMENT

Resident Mike Hart asked the following:

• Does the Hydro production cover the revenue for bond Mayor Harl confirmed the Hydro facility does have a net positive impact

• Purchased power adjustment vs the base rate of electricity Clerk Bartley noted the low base rate of power from 1987 and invited Mr. Hart to the office to explain the three month bill adjustment formula for the purchased power adjustment.

CLOSED SESSION

Alderman Waldorf made a motion to go into closed session to discuss meetings where the purchase or lease of real estate for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property and meetings to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, including the public body’s legal counsel, or to hear testimony on a complaint lodged against an employee to determine its validity. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Closed session began at 6:30 p.m.; ended 6:55 p.m.

Alderman Ferrari made a motion to re-open the meeting at 6:55 p.m. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza, Payton and Ballard present; Mayor Harl present.

Alderman Radtke made a motion that the meeting be adjourned. Alderman Ferrari seconded the motion and motion carried. Meeting adjourned 6:56 p.m.
