The Peru City Council met Oct. 17 to establish 2017 meeting dates.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.
CITY OF PERU REGULAR COUNCIL MEETING OCTOBER 17, 2016
A regular meeting of the Peru City Council was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, October 17, 2016 at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.

Friends for Peru Pool Member Claudia Mikyska presented the Bergner’s Days Fundraiser.
MINUTES
Mayor Harl presented the minutes of the Regular Meeting of October 3, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.
FINANCIAL REPORT
Mayor Harl presented the Treasurer’s Report for August 2016. Alderman Potthoff made a motion the report be received and placed on file. Alderman Ferrari seconded the motion; motion carried.
ACTIVITY REPORT
Mayor Harl presented the Peru Police Department Monthly Report for September 2016 and Building Permits-3rd Quarter Report 2016. Alderman Waldorf made a motion that the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Radtke presented the following disbursements for payment on October 19, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Ferrari seconded the motion. Alderman Potthoff made a motion to authorize the Mayor and Finance Officer to execute the Engagement Letter and Risk Disclosure document from Bernardi Securities for preparation of General Obligation Refunding Bonds, Series 2017. Alderman Payton seconded the motion. Finance Officer Justin Miller noted the potential savings of $60,000- $75,000 per year for hydro bond refinancing. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Potthoff made a motion to authorize the Mayor to execute Return for Credit Payments to Issuers of Qualified Bonds for return of interest on General Obligation Bonds, Series 2010 (Recovery Zone Economic Development). Finance Officer Justin Miller also noted the annual form to recoup a portion of Recovery Zone Bond interest. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Ferrari made a motion to approve quote for P&D Sign Company to furnish and install (4) 8’x16’ billboard covers in the amount of $4,600. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
PUBLIC SERVICES COMMITTEE
Alderman Waldorf made a motion to approve proposal from Stewart Spreading for Peru bio solids in the amount not to exceed $70,000. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Council tabled motion to approve maintenance quote from Patten to spray foam insulation on 3 fuel tanks in amount $20,790.
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Doug Schweickert presented the minutes of a Planning/Zoning Commission hearing held on October 12, 2016 concerning the petition of Wal-Mart for gas service station at 5307-5311 IL Route 251. Alderman Radtke made a motion that the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

Alderman Potthoff noted the increase of over $4,000,000 in building permits over the last year and mentioned the Martin Equipment and CIT projects.

Alderman Waldorf made a motion to hire selected candidate for Public Works Department (to fill vacancy). Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
PROCLAMATIONS
PETITIONS AND COMMUNICATIONS
City Clerk Dave Bartley presented a petition from ES&G Leasing Inc. requesting rezoning of property located at 906-910 Shooting Park Road, Peru, IL. Alderman Ferrari made a motion that the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Radtke seconded the motion; motion carried.
City Clerk Dave Bartley presented a communication from Allyssa Smoode and Eugene Sebben requesting permission to hold their wedding ceremony at Baker Lake on Saturday, June 10, 2017. Alderman Ferrari made a motion that the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.
City Clerk Dave Bartley presented a petition from Jane Marynus requesting variance for property located at 2814 7th Street. Alderman Lukosus made a motion that the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Potthoff seconded the motion; motion carried.
PUBLIC COMMENT
CLOSED SESSION
Mayor Harl asked for a motion to go into closed session to discuss meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property. Alderman Potthoff made a motion to go into closed session. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Closed session began at 7:33 p.m.; ended 8:03 p.m.
Alderman Waldorf made a motion to re-open the meeting. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.
Alderman Ferrari made a motion that the meeting be adjourned. Alderman Radtke seconded the motion and motion carried. Meeting adjourned 8:07 p.m.
