Sandwich Regular Council extends Sandwich BUILD Incentive program

Sandwich City Council met Monday, Nov. 28.

MINUTES

Mayor Olson called the meeting to order at 7:00 PM.

Approval of Minutes

Motion was made by Alderman McMahon and seconded by Alderman Fraser to approve the minutes for the Special Meetings of October 22nd and 27th, 2016; and the Committee-of-the- Whole Council Meeting of November 7, 2016. Aye: Aldermen Fraser, Killey, McMahon, Redden, & Robinson Nay:0 Motion carried 5:0

Approval of November Semi-Monthly Bills

Motion was made by Alderwoman Killey, and seconded by Alderman Redden, approving payment of the November semi-monthly bills in the total amount of $65,141.44. Aye: Aldermen Fraser, Killey, McMahon, Redden & Robinson Nay: 0 Motion carried 5:0

Mayor Olson

Resolution 16-09 entitled “A Resolution Requesting a Referendum be Submitted to the Voters of the City of Sandwich Imposing a Non-Home Rule Sales Tax Increase” submitted for adoption. This referendum will be placed on the April 4, 2017 election ballot.

So moved by Alderman Redden, and seconded by Alderman Fraser. Aye: Aldermen Fraser, Killey, McMahon, Redden & Robinson Nay:0 Motion carried 5:0

Resolution 16-10 entitled “Extension of the Sandwich BUILD Incentive Program” presented for adoption. This resolution references Resolution 15-03. Alderman Redden questioned the expiration date saying he understood the extension was for 18 months and not 24 months. Council agreed and the termination date of the program was corrected to read May 31, 2018.

Alderman Redden moved to adopt Resolution 16-10, as corrected. Motion was seconded by Alderman Robinson. Aye: Aldermen Fraser, Killey, McMahon, Redden & Robinson Nay:0 Motion carried 5:0

Ordinance 2016-17 entitled “An Ordinance Authorizing the Disposition of Certain Personal Property by Means of Auction” presented for passage. Mayor Olson said the tentative auction date will be December 17th with a 9 AM viewing followed by the auction at 10 AM. The auction will be held at the police department at 308 E. College Street. Clerk Ii noted that there would not be enough time to advertise in the paper. The date for the auction was changed to Saturday, January 14, 2017 with the same time schedule.

Alderman Redden made a motion to pass Ordinance 2016-17 as presented. Motion was seconded by Alderman McMahon. Aye: Aldermen Fraser, Killey, McMahon, Redden & Robinson Nay:0 Motion carried 5:0

Plaque Presentation: Mayor Olson presented Frank Moran, former Ward 4 alderman, with a plaque of appreciation for his service to the community. Mr. Moran resigned from the Council at last week because he recently moved into Ward 1.

Foster, Buick, Conklin & Lundgren LLC – Attorney Cassandra Gottschalk reported that personnel files need to be in order, and that Attorney Kevin Buick will be reviewing them in the upcoming weeks.

City Clerk Ii reported that she will be preparing the 2017 meetings schedule to be adopted in December. Directing her attention to the finance committee, she explained that the City Attorney has recommended that the finance committee schedule set dates and times for their meetings. Currently, the finance committee meets immediately following specific council meetings with no scheduled time available to the public.

City Treasurer Webber - No report

Director of Public Works & City Engineer Horak

Leaf Vacuuming program will end this week.

2016 Clark Street Emergency Generator Project: Engineer Horak reported that the emergency generator was expected to be delivered by November 29th. He has been advised that the date will not be met.

Engineer Horak recommended a motion approving Change Order #2 that changes the completion date to December 30, 2016.

So moved by Alderman McMahon, and seconded by Alderman Redden. Aye: Aldermen Fraser, Killey, McMahon, Redden & Robinson Nay: 0 Motion carried 5:0

Chief Bianchi - No report

EMA Director Ciciora – Absent

Alderman Dell – Absent

Alderman Fraser explained that he has received numerous complaints on the internet service provided by Frontier. It seems that there is no internet service between midnight and 4-5 AM. He has monitored the situation, and agrees that there is a problem. Alderman Fraser asked if the customers can be reimbursed by Frontier for the outages. Mayor Olson explained that the City has an agreement with Comcast but has no agreement with Frontier. He will, however, contact Tom Kuschman who is the City’s Frontier representative.

Alderwoman Killey reminded Council of the finance committee meeting for Monday, December 5th, immediately following the Committee-of-the-Whole Council Meeting.

Alderman Robinson – No report

Alderman Scheidecker – Absent

New Business: Mayor Olson reminded the Council that Saturday, December 3rd, will be festive day in Sandwich with the Festival of Trees at Timber Creek, trolley rides in the downtown area, and the tree lighting ceremony at the gazebo on Friday at 4:30 PM. Events are planned by the Sandwich Park District and the Sandwich Chamber of Commerce.

Audience Comments: Andrez Beltran, a resident of Lake Holiday and coordinator of Kendall County Economic Development, spoke in support of the proposed NIU (Northern Illinois University) residential study. At an estimate cost of $4,000.00, Mr. Beltran declared it a bargain saying the usual costs for such studies start around $8,000.00. He shared his past experiences with residential surveys stressing the need for anonymity on the part of the residents.

Adjournment

There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Robinson to adjourn the Regular Council meeting at 7:37 PM. Motion carried unanimously by viva voce vote.
