Ottawa City Council approves purchases of new detective vehicle

Ottawa City Council met Tuesday, Nov. 15.

The Ottawa City Council includes the mayor, the city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at city hall, 301 W. Madison St.

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Thomas G. Ganiere, James J. Less, Wayne A. Eichelkraut Jr. and Robert M Eschbach Absent: Daniel F. Aussem.

Commissioner Eichelkraut presented minutes of previous meeting. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 1, 2016, be approved as recorded in the permanent files of the City Clerk. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

As part of the Kiwanis Club observation of “Kid’s Day”, students from Shepherd Middle School and Marquette Academy filled various offices. Seated to act for the evening as their counterpart were:

A public hearing was held on the proposed alley vacation to CVS Pharmacy. With no one publicly commenting, the Mayor declared the hearing closed at 7:05 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of November 4, 2016, in the amount of $333,378.62, be approved and warrants issued. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of November 15, 2016, showing expenses in the amount of $2,282,618.29, be approved and warrants issued. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll. Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of November 7, 2016, in the amount of $17,549.07, be approved and warrants issued. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report. Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of October 2016, be received and placed on file. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in David Abernathy as part time NCAT bus driver, which has been on file for public inspection since November 1, 2016, be adopted. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Less that a Resolution authorizing the execution of an audit agreement between the City of Ottawa and Clifton Larson Allen LLP, regarding the NCAT audit, which has been on file for public inspection since November 1, 2016, be adopted. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Motion. Moved by Commissioner Eichelkraut that a $25,000.00 onetime donation be made from the City of Ottawa’s General Corporate Fund to the NCAT program to continue offering transportation to the residents of Ottawa and LaSalle County. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the James Court and Dairy Lane lift station eliminations, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief. Moved By Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of October 2016, be received and placed on file. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief. Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of October 2016, be received and placed on file. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Request. Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to purchase a new detective vehicle from Terry’s Auto Haus in the net amount of $11,725.00 after trade, be approved and paid for from the General Corporate Fund. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Request. Moved by Commissioner Ganiere that the Request from the Ottawa Fire Department to purchase 3 mobile radios and 1 portable radio from Motorola in the amount of $16,534.88, be approved and paid for with grant proceeds. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Less awarded Bids. Moved by Commissioner Less that surplus vehicles and equipment be awarded as follows; 1992 Dodge 350 dump truck to James Peters for $700.00, 1996 Chevy pickup truck to Big D Earthmovers for $250.00, 2002 Chevy Tahoe to Big D Earthmovers for $1,280.00, Ford 2910 utility tractor to Randy Stiles for $615.00, 1994 Chevy dump truck to Pro Auto Recycler for $326.00, 1991 Chevy pickup truck to David Ricci for $600.00, 1990, 1991, & 1992 Chevy pickup trucks to Pro Auto Recycler for $226.00 apiece, two woods mower decks to Wayne Davis for $103.00, and a John Deere snow thrower attachment to Dennis Damron for $53.50. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an annexation agreement between the City of Ottawa and Marvin and Susan Walsh, for property located at 3 Airport Road, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an employment agreement for an appointed city official in Mathew Stafford as Code Enforcement Officer and Assistant Building Official, be received and placed on file for public inspection. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of a real estate purchase agreement between the City of Ottawa and the Alan R. Ruhland Living Trust dated April 28, 1994, regarding the Main Street parking lot, which has been on file for public inspection since October 18, 2016, be adopted. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, and Mayor Eschbach. Nays: None. Motion carried. Less abstained.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this regular meeting be adjourned. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
