Seneca Council amends hours during which alcohol can be sold

Seneca Council met Tuesday, Jan. 17.

The Village Council meets formally on the 1st and 3rd Tuesday of each month at 7 pm. The Mayor and each Commissioner is responsible for Administrating the functions of the following departments. Public Affairs, Accounts & Finances, Public Health & Safety; Streets & Public Improvements and Public Property.

Here is the agenda as provided by Seneca:

The Seneca Village Council budget meeting was called to order on Tuesday January 17, 2017 at 6:45pm.

Roll Call: Present: Comm. Barla, Comm. Applebee, Comm. Olson and Mayor Spicer.

Absent: Comm. Timmons

A motion was made by Commissioner Barla and seconded by Commissioner Olson to appoint Nancy Gross as recording secretary.

Ayes: Comm. Barla, Comm. Applebee, Comm. Olson, Mayor Spicer

Nays: none

Mayor Spicer turned the meeting over to Commissioner Barla.

Comm. Barla began the discussion by stating that he wanted to clarify from the last budget meeting that all departments were at 50% of their budget, not over by 50%. At this time all departments should have approximately 25% of their budget remaining.

Comm. Barla noted that Public Affairs, the Mayor’s department, was right on target. Accounts and Finance department was at 10% of their budget remaining. This was due to some extra expenses at the beginning of the fiscal year. The Streets department was doing a very good job with 40% of Comm. Olson’s budget remaining. Public Health and Safety department, at 22%, was right in the range of being on target. Public Property department is over budget by 1% this is due to new copier expense. This will be corrected. Sewer is at 39% remaining and Water is at 34%. ESDA has 28% of its budget remaining while Parks/Recreation has 76% of its budget remaining (this includes the Harbor). And finally Zoning has 69% of its budget remaining.

Comm. Barla noted that all departments are working very hard to stay at or above budget. He encouraged everyone to keep the purse strings tight to finish out the fiscal year.

Mayor Spicer pointed out that there are three weeks until the next council meeting. The time in between would be a great time to hold a special meeting/workshop to plan ahead. Comm Barla agreed. All departments should work to get proposals for next year (wish lists) together with out the door pricing for this meeting to come up with a plan.

Comm. Barla commended each department with “All in all, keep up the good work”.

A motion was made by Comm. Barla and seconded by Comm. Olson to adjourn the January 17, 2017 Budget meeting at 6:55pm.

The Seneca Village Council held a regularly scheduled council meeting at Seneca Village Hall on January 17, 2017 at 7:00 pm.

Roll Call: Present: Applebee, Barla, Olson, Spicer

Absent: Timmons

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the January 3, 2017 council meeting minutes as presented.

Roll Call: Ayes: Olson, Barla, Applebee, Spicer

Nays: none

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves the payment of bills, December Treasurer’s Report and payroll as presented.

Communications, Petitions, Reports & Additional Agenda Items:

Public Affairs Mayor Spicer:

Mayor Spicer stated he had been approached by tavern owners regarding a proposed change in hours on Sundays for both package liquor and open liquor sales to start at 6:00 am; an ordinance change was on file with the clerk’s office.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council adopts ordinance #17-05, amending hours of operation for the sale of alcoholic liquor.

New Business:

Due to Commissioner Timmons absence, the agenda item of employee education raise was tabled. Mayor Spicer stated that the wastewater plant scale is malfunctioning, the need for replacement has arisen.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves an expenditure of $2680.00 to Hawkins Inc. out of the sewer fund.

Streets Olson:

Comm. Olson stated there are three community events that will require the closing of Route 170 and thus a resolution for each will need to be filed with the Illinois Department of Transportation for approval of such road closures.

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council adopts resolution #531, sponsoring the 2017 Seneca Cruise Night.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the Council adopts resolution #532, sponsoring the 2017 Homecoming Parade.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the Council adopts resolution #533, sponsoring the 2017 Memorial Day Ceremony.

Public Health & Safety Applebee:

Comm. Applebee stated the members of the 2017-18 festival committee have been submitted and a resolution including names was created.

A motion was made by Comm. Applebee and seconded by Comm. Barla that the Council adopts resolution #534, for the 2017-18 Festival Committee.

Public Affairs Mayor Spicer:

Mayor Spicer asked the Council if they would approve an ad for $397.00 in the 2017 LaSalle County Visitors Guide; consensus was to proceed with placing ad. In addition, Mayor polled council on whether they wanted to remain a member of the Illinois River Area Chamber of Commerce; consensus was to allow the $480.00 membership fee.

A motion was made by Comm. Barla and seconded by Comm. Applebee that the council enters into executive session to discuss purchase or lease of real estate.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council returns to regular session.
