Ottawa City Council authorize resolution for a home rule referendum

Ottawa City Council met Tuesday, Jan. 17.

The Ottawa City Council includes the mayor, the city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at city hall, 301 W. Madison St.

Ottawa, Illinois January 17, 2017

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, James J. Less, Wayne A. Eichelkraut Jr. and Robert M Eschbach Absent: None.

Commissioner Ganiere presented minutes of previous meeting. Moved by Commissioner Ganiere that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 3, 2017, be approved as recorded in the permanent files of the City Clerk. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Biweekly Salary Payroll. Moved by Mayor Eschbach that the Biweekly Salary Payroll of January 13, 2017, in the amount of $323,314.72, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Monthly Expense Report. Moved by Mayor Eschbach that the Monthly Expense Report of January 17, 2017, showing expenses in the amount of $667,970.14, be approved and warrants issued. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Monthly Salary Payroll. Moved by Mayor Eschbach that the Monthly Salary Payroll of January 6, 2017, in the amount of $23,624.61, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Monthly Financial Report. Moved by Mayor Eschbach that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of December 2016, be received and placed on file. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of a proposal for professional engineering services and land surveying services by Etscheid, Duttlinger & Associates Inc., regarding the Route 71 sewer extension survey, which has been on file for public inspection since January 3, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the acceptance and execution of an agreement between the City of Ottawa and Patten Power Systems, regarding generator maintenance, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Annual Report of Police Chief. Moved by Commissioner Ganiere that the Annual Report of Police Chief, Brent A. Roalson, for calendar year 2016, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief. Moved by Commissioner Ganiere that the Annual Report of Fire Chief, Steve Haywood, for calendar year 2016, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Request. Moved by Commissioner Ganiere that the Request from the Ottawa Fire Department to purchase a 2016 20 foot Clark Dura Sport boat with trailer in the amount of $37,939.00 from the Clark Boat Company, be approved and paid for from the General Corporate Fund. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere added that the Fire Department received a 100% grant for rescue saws. The grant was a little lower than $3,000.00.

A bid opening was held next for the 2001 Chevrolet bus. City Clerk, Shelly L. Munks, opened the 1 bid that was received from CIMCO Recycling.

Commissioner Less presented Bid. Moved by Commissioner Less that the Bid received from CIMCO Recycling in the amount of $700.00 for the 2001 Chevrolet bus, be accepted. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Less presented Resolution. Moved by Commissioner Less that a Resolution authorizing the execution of an agreement between the City of Ottawa and Brainiff Communications Inc., for the City’s warning sirens, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Less wished a Happy Birthday today to Commissioner Ganiere and a Happy Birthday tomorrow to Commissioner Eichelkraut.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and Lou Dog Events LLC, regarding the craft beer festival, which has been on file for public inspection since January 3, 2017, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution calling for an election for a home rule referendum in the City of Ottawa, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing a collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for a text amendment to add Historic Inns to the City of Ottawa Zoning Ordinance from Richard Burton, be received and referred to the Plan Commission for review and recommendation. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this regular meeting be adjourned. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Eschbach. Nays: None. Motion carried.
