OFFICIAL MINUTES

I. Call to Order

The Board of Education of Illinois Valley Central Unit School District No. 321 held a regular meeting on Tuesday, January 24, 2017, in the IVC High School Library. President Donna Uebler called the meeting to order at 5:34 p.m.

II. Roll Call 

Board of Education District Personnel

Board members answering roll call:

Mike Birch, Brent Cranford, Mike Denzer, Mike Labeda, and Donna Uebler.

Steve Garrison and Sarah Williamson were absent. However, Mrs. Williamson arrived at 5:41 p.m.

District personnel in attendance: Superintendent Chad Allison and Recording Secretary Lori Garber.

III. Enter into Closed Session

MOTION: to enter into Closed Session was made at 5:35 p.m. by Mrs. Uebler, seconded by Mr. Cranford, for the following purpose as allowed under the Illinois Open Meetings Act (5 ILCS 120/2 (c) (1): the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.

Roll Call: “Ayes” – Uebler, Cranford, Birch, Denzer, Labeda

Motion carried: 5-0

IV. Return to Open Session

MOTION: to return to Open Session, made by Mr. Labeda at 6:40 p.m., seconded by Mr. Birch.

Roll Call: “Ayes” – Labeda, Birch, Cranford, Denzer, Uebler, Williamson.

Motion carried: 6-0

V.  Greet Visitors

President Uebler welcomed the visitors: District Public Relations Director Karen Moewe, CEC 5th grade student Collin DeBoer who was in attendance to work toward attaining a Boy Scout badge, and Calvin DeBoer. Byron Joos entered the meeting a couple minutes late.

VI.  Pledge of Allegiance

President Uebler asked everyone to stand and recite the Pledge of Allegiance.

VII.  Citizens’ Agenda

Opportunity for community and staff input: There was none

VIII. Informational Items

The following informational items were discussed:

“Around the District”

Superintendent Allison reported that an “Around the District” newsletter was included in the Board packet. Many things have been taking place in each of the schools. Dr. Allison commented that a blood drive had recently taken place at South School. Mr. Grant cooked breakfast this morning for the students who recruited someone to donate blood. A total of 41 pints of blood was donated.

Second Quarter Building Concerns

The second quarter Building Concerns were included in the Board packet. Overall everything is running pretty smoothly.

The second quarter Suspension Reports were also included in the packet. The reports are a little lighter due to new laws. In-school suspensions are taking place of out-of-school suspensions.

City of Chillicothe Ordinance 62-9 Truancy

As a reminder to parents who allow their children to stay home from school that those kids need to be in school, Chillicothe Police Chief Scott Mettille and School Resource Officer Tim Podobinski brought the issue of a truancy ordinance to the City Council’s attention. The Council was to vote on truancy ordinance 62-9 at its meeting last night. Dr. Allison was out of the office today but he presumed the ordinance passed at the council meeting last night.

Peoria County 2016 New Residential Permits

For the second year in a row, the District had the most new homes built in Peoria County. According to a Memorandum from the Peoria County Planning & Zoning Department, 9 new homes containing a total of 26 bedrooms were built during 2016 in IVC District #321. Even though nine new homes have been built, none of the schools in the District have seen a huge impact on enrollment.

Proposed Legislative

Update from Governmental Consulting Solutions

Included in the Board packet was a concise overview of the package of 13 bills that were introduced to the General Assembly and named the “grand bargain”. Some of the bills impact school districts and some impact teachers. Included in the package is a piece on the property tax freeze and Senate Bill 1 which is about educational funding. This bill could bring about a real change to the funding formula that would be equitable to all. The only way a district would lose money is by losing students. This evidenced- based funding was proposed by the Superintendents’ Association. There are parts of this package that some legislators like more than others. However, there is a provision within each bill which requires all 13 bills to pass or none of them will become law.

Superintendent’s Report

Dr. Allison reported that he met for two days with the English/Language Arts committee of teachers regarding the adoption of a new reading series. A lot of good conversation and good work was done by the teachers on that committee.

IX. Financial Spotlight

Dr. Allison reported that the District received its final payment on December 29 from the State of Illinois for the 2016 fiscal year which ended June 30. The District has not received any its four quarterly state payments for mandated categoricals for fiscal year 2017. These are state payments for mandated programs such as special education and transportation. Two payments are currently late totaling more than $718,000 that is owed to the District. Hopefully these payments will arrive soon and the State can get back on a more normal payment cycle.

IVCHS Choral Overnight Field

Trip Request

MOTION: to approve the request from IVCHS Choral teacher Angie Dorough for an overnight choral field trip on May 5-6, 2017, made by Mr. Cranford seconded by Mr. Labeda.

Discussion: Board members questioned the field trip request form. Some thought it was very vague and suggested more specific information such as the mode of trans- portation, the purpose of the trip, and accommodations, would be helpful. Dr. Allison offered to get more information for them. However, a Board member noted that an itinerary was attached containing more detailed information. Comments were also made regarding the second overnight field trip request, this one for the band. It was noted that this request did not have much information on it and it did not have any attachments included. President Uebler stated that a motion and second was on the table and asked Secretary Williamson to call the roll.

IVCHS Band Overnight Field

Trip Request

MOTION: to approve a request from IVCHS Band teacher Matt Chapman for an overnight field trip on March 31-April 2, 2017, made by Mr. Denzer, based on the past experience of the band director. He did request more information be filled in on the form and to include attachments as required. The motion was seconded by Mr. Birch.

Discussion: There was no further discussion other than what was said above.

XII. Other Items

The IVC Educational Foundation will hold their annual winter fundraiser, “New York Nights” on February 25, 2017, at Arrowhead Country Club. Entertainment will be provided by a piano player. Items for the auction are needed. Invitations have been sent out.

XIII. Public Input

Byron Joos asked if Senate Bill 1 is about the property tax freeze. Dr. Allison explained that Senate Bill 1 is about changing the school funding formula. There is a bill regarding the property tax freeze also. Both bills are part of the package of 13 bills in the bargaining package to get a budget passed. Mr. Joos was given a copy of the document summarizing the 13 bills.

XIV. Adjournment

Next Meeting

President Uebler asked if there was any further business to come before the Board. Hearing none, Mrs. Uebler adjourned the meeting at 7:03 p.m.

The next meeting will be held on Tuesday, February 14, 2017, in the IVC High School Library.
