Ottawa City Council authorizes issuance of general obligation bonds

Ottawa City Council met Tuesday, Feb. 7.

The Ottawa City Council includes the mayor, the city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at city hall, 301 W. Madison St.

Ottawa, Illinois February 7, 2017

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Thomas G. Ganiere, James J. Less, Wayne A. Eichelkraut Jr. and Robert M. Eschbach Absent: Daniel F. Aussem.

Commissioner Eichelkraut presented minutes of previous meeting. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 17, 2017, and the minutes of a special meeting held on Monday, January 30, 2017, both be approved as recorded in the permanent files of the City Clerk. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

The Mayor welcomed Cub Scout Pack 3750 to the Council meeting. Al Howarter presented the Council with pictures of the old Central School riverfront property showing the area where herbicide is needed from the River Rescue Squad to the old grand staircase. He also added that the boulders on the property are remnants of the old Hilliard Bridge.

Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of January 27, 2017, in the amount of $349,279.73, be approved and warrants issued. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of February 7, 2017, showing expenses in the amount of $1,573,347.53, be approved and warrants issued. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance. Moved by Commissioner Eichelkraut that an Ordinance providing for the issuance of not to exceed $4,815,000.00 General Obligation Bonds (Waterworks and Sewerage System Alternate Revenue Source) Series 2017, of the City of Ottawa, LaSalle County, Illinois, for the purpose of improving the waterworks and sewerage system of said City and for payment of the expenses incident thereto, providing for the levy and collection of a direct annual tax sufficient for the payment of the principal of and interest on said bonds, providing for the collection, segregation and distribution of the revenues of the waterworks and sewerage system operated by the City and authorizing the sale of said bonds to the purchaser thereof, be received and placed on file for public inspection. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an aggregation program agreement between the City of Ottawa and Homefield Energy, be received and placed on file for public inspection. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief. Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of January 2017, be received and placed on file. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief. Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of January 2017, be received and placed on file. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Request. Moved by Commissioner Ganiere that the Request from the Ottawa Police Department’s Parking Enforcement Division to purchase an electronic ticket writer from United Public Safety in the amount of $8,695.00, be approved and paid for from the General Corporate Fund. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Less presented Resolution. Moved by Commissioner Less that a Resolution authorizing the acceptance and execution of an agreement between the City of Ottawa and Patten Power Systems, regarding generator maintenance, which has been on file for public inspection since January 17, 2017, be adopted. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar. Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of January 2017, be received and placed on file. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration. Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $1,675.00 and $48.75 collected by CPI, all for the month of January 2017, be received and placed on file. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official. Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of January 2017, be received and placed on file. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution appointing Christine Hasty to the Historic Preservation Commission, term to expire January 2018, be adopted. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolutions. Moved by Mayor Eschbach that Resolutions authorizing the execution of agreements between the City of Ottawa and multiple Winefest and Riverfest vendors and authorizing the Mayor to execute all such agreements, be adopted. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing legal action against 1187 Catherine Street, be adopted. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an extended license agreement between the City of Ottawa and the Illinois Department of Natural Resources, regarding the Fox River Feeder Canal right of way, be received and placed on file for public inspection. Second by Less. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and the Illinois Grape Growers and Vintner’s Association, regarding Winefest 2017, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution granting an extension of time for filing a Final Plat for Brookside Subdivision Lot 2 until April 15, 2018, be adopted. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the City of Ottawa to lease parking space in the courtyards of the downtown area to a commercial business in Ottawa Publishing Company LLC, be adopted. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Quote. Moved by Mayor Eschbach that the Quote received from Fowler & Landers Concrete in the amount of $13,098.00 to connect the Hardee’s and Dairy Queen parcels, be approved and paid for from the I-80 Commercial TIF District. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission. Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, January 23, 2017, considering the Re Subdivision of Brookside Lot 1 and the revised Preliminary Plat of Briarcrest Subdivision Unit II, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the Re Subdivision of Brookside Subdivision Lot 1 be approved and the revised Preliminary Plat of Briarcrest Subdivision Unit II, be approved with the condition that the Park Ordinance be adhered too. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Quote. Moved by Mayor Eschbach that the Quote received from J & D Builders Inc. in the amount of $18,525.00 to perform an emergency repair on the south end of the roof at 1203 Fulton Street, be approved and paid for from the General Corporate Fund. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for a conditional use permit for a Planned Unit Development at Heritage Harbor Ottawa including Preliminary and Final Plat approval for the Villas at Heron’s Landing and Preliminary Plat approval for the Harbor Inn Cottages, both be received and referred to the Plan Commission for review and recommendation. Second by Ganiere. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this regular meeting be adjourned. Second by Eichelkraut. Ayes: Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
