Seneca Village Council conducts budget workshop meeting

Seneca Village Council met Tuesday, Feb. 7.

The Village Council meets formally on the 1st and 3rd Tuesday of each month at 7 pm. The Mayor and each Commissioner is responsible for Administrating the functions of the following departments. Public Affairs, Accounts & Finances, Public Health & Safety; Streets & Public Improvements and Public Property.

Here is the agenda as provided by Seneca:

The Seneca Village Council special budget meeting was called to order on Tuesday February 7, 2017 at 6:30pm.

Roll Call: Present: Comm. Barla, Comm. Applebee, Comm. Olson and Mayor Spicer.

Absent: Comm. Timmons

A motion was made by Commissioner Barla and seconded by Commissioner Olson to appoint Nancy

Gross as recording secretary.

Ayes: Comm. Barla, Comm Applebee, Comm. Olson, Mayor Spicer

Nays: none

Mayor Spicer turned the meeting over to Commissioner Barla.

Commissioner Barla began by stating that the Village is expecting to receive the same amount of revenues as this past year, in the next fiscal year. The different departments will then work within these revenues. The Public Health and Safety department will receive 50% of the revenues and the Streets department will receive 25%. The other three departments will receive 8%, 8% and 9% respectively.

Commissioner Barla reviewed the budget worksheets that each department received. He noted that this year the appropriated amounts and the budget amounts are both shown on the worksheet along with the current actual amount spent. There is a new column on this year’s worksheet that shows the average monthly amount spent, which will help with planning.

Commissioner Barla stated that in the past with the start of the new fiscal year each department has started at zero dollars. He would like, because everyone has been very diligent with this year’s numbers, to roll forward any dollars not spent into the next year. Barla stressed that these worksheets should be completed and turned in to the Treasurer by the third week in March.

All Council members were asked to make a list of all capital projects for the upcoming year with “out the door” pricing, for example the single axle dump truck and 12ft snow plow. Commissioner Olson stated that he does have the out the door pricing noting that a new dump truck will be $135,000 with a trade in value of $20,000 for the white dump truck. Commissioner Applebee stated that he has a four year projection of capital projects ready for the Public Health and Safety department he will share with the rest of the council.

A motion was made by Comm. Barla and seconded by Comm. Olson to adjourn the February 7, 2017 special Budget meeting at 6:42pm.
