Ottawa City Council met May 16.

Here is the minutes provided by the Council:

Present: Daniel E. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr. James J. Less, and Robert M. Eschbach

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 2, 2017, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Larry Goode of 119 W. Prospect Avenue, inquired about replacing his fence on City right of way property.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 5, 2017, in the amount of $375,596.23, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of May16, 2017, showing expenses in the amount of $920,612.39, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of May 5, 2017, in the amount of $11,190.67, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of April 2017, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that Resolutions approving and authorizing the execution of addendums to employment agreements for appointed city officials, which has been on file for public inspection since May 2, 2017, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering design services agreement between the City of Ottawa and Etscheid, Duttlinger, & Associates Inc., for the Oak Lane sanitary sewer extension project, which has been on file for public inspection since May 2, 2017, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution approving and authorizing the execution of an agreement between the City of Ottawa and Total Environmental Service Technologies Inc., for the Water and Wastewater Treatment Plants, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid.

Moved by Commissioner Less that the Low Bid received from Ruiz Construction Company in the amount of $173,259.00 for the 2017 Curb Replacement Project, be accepted and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Proposal.

Moved by Commissioner Less that the Proposal received from Liebhart Construction Inc. in the amount of $37,930.00 to repair the restrooms at Allen Park, be accepted and paid for from insurance proceeds and the formal bidding procedures be waived.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an addendum to the lease agreement between the City of Ottawa and Illinois Valley Community College, which has been on file for public inspection since May 2, 2017, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an addendum to the lease agreement between the City of Ottawa and Illinois Valley Public Action to deliver Shelter, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and NCICG, for administration services for an IDOT economic development program grant for Stevenson Road, which has been on file for public inspection since May 2, 2017, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a local agency company agreement between the City of Ottawa and Sigma Graphics, which has been on file for public inspection since May 2, 2017, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an employment agreement for an appointed city official in Debra Ness as Assistant Public Works Director, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution reappointing Dale Baxter to the Police Pension Board, term to expire April 2019, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution accepting confirmation of completion of obligations from the following developers in the East TIF from Phyllis Walsh, Dr. Kevin Cook, Minigrip Zip Pak, LMK Enterprises Inc., Donna Wood, Gladfelter Funeral Home LLC, Buckman Iron & Metal Company Inc., LJ Realty, and the 1784 Chessie Lane Partnership, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance approving and adopting an extension to the redevelopment plan, projects, and redevelopment area for the Ottawa US Route 6 East tax increment financing district, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that the Report of the Plan Commission meetings held on Monday, March 27, and Thursday, April 27, 2017, considering the conditional use permit request for a planned unit development including preliminary and final plat approvals for the Harbor Cottages at Heritage Harbor Resort Development, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit for the PUD be granted and the preliminary and final plats be approved and the follow up Ordinance be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a fundraiser from Pet Project to solicit donations on Saturday, June 10, 2017, from 10:00 a.m. until 12:00 p.m. at the intersection of Norris Drive and Columbus Street, be approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a fundraiser from the Illinois Valley Building Trades Council to hold their annual Dollars against Diabetes, Dad’s Day, on Saturday, June 17, 2017, from 8:00 a.m. until 12:00 p.m. at the intersection of Norris Drive and Columbus Street, be approved.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.
