City of Peru Finance & Safety Services Committee met July 19.

Here is the minutes provided by the Committee:

The Finance & Safety Services Committee Members Present: Aldermen Potthoff, Ferrari, Radtke and Payton present; Mayor Harl present.

Other Persons Present: City Clerk Dave Bartley, Alderman Lukosus, Alderman Sapienza, Finance Officer Justin Miller, Human Resource Manager Kim Reese, ASM/Police Chief Doug Bernabei arrived at 4:40 p.m.

matters discussed

Alderman Potthoff made a motion to approve the minutes of the July 5, 2017 Finance & Safety Services Meeting. Alderman Payton seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on July 28, 2017.

Old Business

Finance Officer Justin Miller provided the following finance update:

Finance Report- 07/19/2017

1. Credit Card Policy

➢ In-progress of first policy draft

2. Azavar Audit

➢ 06/23/2017 (Completed)

o Awaiting results

3. Financial Audit ➢ In-progress

o 07/17-07/24

4. New Grant Procedures and Controls ➢ Illinois Policy Change

o Researched communities o Procedures and controls play a role in future grant recipients ➢ Fraud Awareness Hotline-

o Website link working with City Clerk’s office o Phone line

5. Economic Development ➢ Annual Cost

Human Resource Manager Kim Reese provided the following update:

➢ Building & Zoning Inspector position – 16 resumes received

➢ Collective Bargaining Update with Local 150

➢ Collective Bargaining Update with FOP

Next Meeting: August 1st at 10AM

➢ Health Insurance Mtg scheduled with Brennan & Stuart Friday (7/21/17)

➢ Health Insurance Reimbursements YTD

➢ Employee Manual Distribution and training meeting scheduled

Committee discussed liquor license fee structure. Committee inquired about gaming and club licenses.

New Business

Committee discussed the future of the Maud Powell Arts Celebration. Clerk Bartley reported the chairman of the committee is stepping down and unless someone replaces her, this could be the last year for the celebration. Alderman Ferrari reported he is unable to find sufficient help to handle the stage and suggested the city rent a stage for this year’s event. The Committee agreed to rent a stage not to exceed $1,500. The Committee stated they would like to see the celebration continue. Clerk Bartley suggested and the Council consider the overall approached to events and celebrations possibly going in a different direction setting an overall budget. The Mayor asked for consideration of a Community Event Coordinator.

Committee tabled discussion regarding façade grant request from S.O.B.

Committee denied donation request for North Central Illinois Art Works.

Alderman Potthoff made a motion to adjourn. Alderman Payton seconded the motion. Meeting adjourned at 4:51 p.m.
