City of Peru Public Services Committee met July 17.

Here is the minutes provided by the Committee:

Committee Members Present: Alderman Waldorf Chairman, Alderman Jim Lukosus, Alderman Mike Sapienza, Alderman Jeff Ballard and Mayor Harl.

Other Persons Present: PSM Jeff King, City Engineer Eric Carls, Code Enforcement Officer Josh Theisinger, Mike Perry of Chamlin & Associates, Economic Development Director Bob Vickrey, Alderman Potthoff, Alderman Payton, Ben Hohenstatt of News Tribune, and Ashley Kostos.

Minutes

Chairman Waldorf made a motion to approve Public Services Committee Meeting 7/03/17 Minutes. Alderman Sapienza seconded motion; motion carried.

Water & Sewer None

T.E.S.T. City Engineer Eric Carls discussed the sale of a Roots Dresser Model 711 U-RAI Blower Siemens 40 HP Type RGZP Motor. He stated the City of Byron is looking for this model and ours is not used. Carls added it had a test run and Chris Perra recommends selling in the price range of $10,000-$15,000; new models are priced around $30,000. Mayor Harl added he would like confirmation of a representative from the City of Byron was present for a test run. Chairman Waldorf recommended we move forward with the sale once this is confirmed. The item is placed on the next City Council agenda.

Streets & Alley None

Electric

Finance Officer Justin Miller provided an update in regards to the proposed cost of the Automated Meter Infrastructure. Miller handed out a chart which breaks down the project into phases. He explained this is not budgeted in this fiscal year, but the City could try for fiscal year 2019. Mayor Harl asked about possible savings from other projects. Mayor Harl stated if the City decides to move forward with the project in the future, it needs to be determined soon so meters that are ordered on a regular basis can be compatible ones. Members discusses budgeting and decided to move the discussion phase ahead. The item will be added to the next Committee of a Whole agenda. City Engineer Eric Carls stated he will have a summary ready for the meeting as well.

City Engineer Eric Carls discussed a change order to Otto Baum Company Inc. There was a mistake on the agenda; the amount for three additional wings and mobilization is $95,500. This price is less than originally quoted because Otto Baum is providing a discount for labor. This item is included in the project budget, it just not has been authorized to date. This also lowers the total project cost. This item is to be placed on the agenda for the next City Council meeting.

Mayor Harl asked if any progress was made on removing stains from the marble. Engineer Carls responded the contractor is exploring options to complete this work.

PARKS & RECREATION Alderman Sapienza inquired about the status of the McKinley Park Concession Stand. Engineer Carls explained the contractor is waiting for materials and once received, they will mobilize. It is a short project and will be completed by the end of the year.

Code Enforcement/ Building & Zoning None

Engineering

City Engineer Eric Carls provided the following project updates:

• Peoria St. Phase 2- main line trunk sewer is in, pavement removal has begun at 8th St., and they have started to tie into the new water main.

• Plank Road- project is progressing; have received complaints on traffic control but have verified it is in place and correct. The City has been communicating with Ladd and Cherry in regards to road closures. Next stage will be north of the rail road tracks.

• Splash Pad- tank is in place and now two of the contracts can proceed. Small contract changes were made due to IDPH requirements, but is not much of a financial change. The playground equipment is to be fenced off by the contractor. The temporary lot is being used for staging and construction materials at this time and be temporarily used for extra parking later.

• General Fund-project is near completion; some manholes are being raised and a punch list has been issued.

• MFT Program- received IDOT approval of the bid packet. The City will put this project out to bid.

• EWWTP Clarifier- on hold until materials are received.

• St. John’s- waiting on permits; will possibly be a fall construction project.

Chairman Waldorf made a motion to adjourn the meeting; Alderman Sapienza seconded. Meeting adjourned at 10:35 a.m.
