City of Streator City Council met April 9.

Here is the agenda provided by the council:

CALL TO ORDER:

Mayor Lansford called the meeting to order at 1:30 p.m.

ROLL CALL:

Members present: Tara Bedei, Ed Brozak, Brian Crouch, Joe Scarbeary and Mayor Jimmie Lansford.

PUBLIC COMMENT:

Scott Luckey, resident on Rhett Butler Drive, asked the Council to consider the condition of the circle drive at the end of the street and possibly replacing the street. He submitted photos of the damage to the Council.

COW STUDY SESSION – DISCUSSION ITEM ADDITIONAL 2019 ROAD PROJECT

Jeremy Palm, Interim City Manager, presented this item to the Council and provided an update on 2019 roadway construction that is underway in the city. He reported that the past winter has caused an increase in deterioration in some of the City's streets not included in the approved 5-year road plan. We have notable issues on portions of Genseke Crt. Rhett Butler Dr., W. Stanton St. and Powell St. He has projected that $100,00 in budgeted funds will remain after the already awarded projects are paid. He recommends we use these funds to alleviate the majority of the pavement issues and increase the life of the streets until they can be included in a future 5-year road plan. The members of the Council came to a consensus to move ahead with the additional road work for the city.

SPECIAL CITY COUNCIL MEETING CALL MEETING TO ORDER:

Mayor Lansford called the meeting to order at 1:40 p.m.

ROLL CALL:

Members present: Bedei, Brozak, Crouch, Scarbeary and Mayor Lansford.

ANNOUNCEMENTS:

Mayor Lansford announced that the regular City Council meeting in May will be rescheduled to May 22. He also asked the Council if they would support him writing a letter in support of establishing a behavioral health Program at OSF in Streator, Aunt Martha's Health & Wellness for mental health care for uninsured and underserved population in LaSalle and Livingston Counties.

ADJOURN TO CLOSED SESSION {5ILCS 120/2 c (1) & (2) FOR THE PURPOSED OF DISCUSSING: at 1:45 P.M.

1. The appointment, employment, compensation, discipline, performance or dismissal of personnel.

2. Collective Bargaining. Mayor Lansford requested a motion and second to adjourn to Closed Session. 

MOTION: Scarbeary made a motion to adjourn to closed session; seconded by Bedei. 

ROLL CALL: Ayes: Bedei, Brozak, Crouch, Scarbeary and Mayor Lansford.

RECONVENE TO OPEN SESSION: 2:25 P.M. 

Mayor Lansford request a motion and second to reconvene to Open Session. 

MOTION: Scarbeary made a motion to reconvene to Open Session; seconded by Crouch. 

ROLL CALL: Ayes: Tara Bedei, Ed Brozak, Brian Crouch, Joe Scarbeary and Mayor Lansford. 

ADJOURNMENT: Mayor Lansford requested a motion and second to adjourn the meeting. 

MOTION: Scarbeary made a motion to adjourn the meeting; seconded by Brozak. 

ROLL: Ayes: Bedei, Brozak, Crouch, Scarbeary and Mayor Lansford.

TIME ADJOURNED: 2:26 P.M.
