City of Peru Finance & Safety Services Committee met Sept. 14.

Here is the minutes provided by the committee:

THE FINANCE & SAFETY SERVICES COMMITTEE MEMBERS PRESENT: Aldermen Radtke, Sapienza, Payton and Buffo present. Mayor Harl present.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Treasurer Jackson Powell, Aldermen Ferrari, Lukosus, Ballard, ASM Doug Bernabei, PSM Jeff King, City Engineer Eric Carls and Finance Officer Justin Miller and Human Resource Manager Kim Reese

MATTERS DISCUSSED

Alderman Payton made a motion to approve the minutes of the August 31, 2020 Finance & Safety Services meeting. Alderman Buffo seconded the motion; motion carried.

Mayor Harl noted the disbursement regarding the repair of cannonball at Washington Park damaged during the August 10th derecho.

The Committee reviewed and approved the disbursements for payment on September 16, 2020.

PRESENTATION

OLD BUSINESS

Human Resource Manager Kim Reese had no report.

Finance Officer Justin Miller provided the following update:

• FY2020 Audit

o Finalizing and scheduling a presention

• Investment Strategy Update

o Market has not improved

• CURES and FEMA COVID funding

o Waiting and expecting first payment from IEMA in the amount of $10,500

o Options for audio and video upgrades to council chambers

Police Chief Doug Bernabei updated the committee regarding stop sign updates and clean up.

PUBLIC COMMENT

CLOSED SESSION

Mayor Harl asked for a closed session for meetings to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, including the public body’s legal counsel, or to hear testimony on a complaint lodged against an employee to determine its validity; meetings to discuss the operation by a municipality of a municipal utility or the operation of a municipal power agency or a municipal natural gas agency when the discussion involves (i) contracts relating to the purchase, sale or delivery of electricity or natural gas or (ii) the results or conclusions of load forecast studies and meetings to consider security procedures and the use of personnel and equipment to respond to an actual, threatened, or reasonably potential danger to the safety to employees or public property. Alderman Payton made a motion go into closed session. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Radtke, Sapienza, Payton, Buffo and Mayor Harl voting aye; Alderman Waldorf absent motion carried.

Closed session began at 5:47 p.m. and ended 6:54 p.m.

Alderman Payton made a motion to re-open the meeting. Alderman Buffo seconded the motion. Clerk

Bartley called the roll with Aldermen Radtke, Sapienza, Payton, Buffo and Mayor Harl present; motion carried.

Alderman Buffo made a motion to adjourn. Alderman Payton seconded the motion.

Meeting adjourned at 6:33 p.m.
