City of Ottawa City Council met Dec. 7.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less, Marla K. Pearson and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 16, 2021, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

As part of the Kiwanis Club’s observation of “Kid’s Day”, students from Shepherd Middle School and Marquette Academy filled various offices. Seated to act for the evening as their counterpart were:

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of November 26, 2021, in the amount of $476,096.96, be approved and warrants issued. Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of December 7, 2021, showing expenses in the amount of $2,449,130.62, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a sweep agency agreement between the City of Ottawa and American Commercial Bank and Trust/The First National Bank of Ottawa, which has been on file for public inspection since November 16, 2021, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Aramark Uniform Services for rugs for NCAT, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed City Official in Susan Conway as part time NCAT Reservation Specialist, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance and set public hearing date. Moved by Commissioner Eichelkraut that an Ordinance levying taxes in the City of Ottawa, LaSalle County, Illinois, for the fiscal year beginning May 1, 2021, and ending April 30, 2022, and authorizing the City Clerk of the City of Ottawa to certify to the County Clerk of LaSalle County, Illinois, the several amounts required to be raised by taxation for the corporate purposes of said City for said fiscal year, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, December 21, 2021, in Council Chambers on this said levy.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution appointing, approving, and authorizing the execution of six employment agreements for appointed City Officials in John Araujo, Barry Bykowski, Rosemarie Linn, David Ross, Dawn Oldenburg, and Michael Watts, as full time NCAT Bus Operators, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of an engineering design and construction services proposal between the City of Ottawa and Etscheid Duttlinger & Associates Inc., for the 2022 Watermain replacements, which has been on file for public inspection since November 16, 2021, be adopted. Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution of a proposal by Marco Technologies LLC for a new copier for the Ottawa Water Department, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Morton Salt Inc. in the amount of $83,916.00 for 1200 tons of bulk deicing salt, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Air One Equipment Inc in the amount of $25,965.00, for 9 sets of turnout gear for the Ottawa Fire Department, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of November 2021, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Andrew Borkowski, for the month of November 2021, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request from the Ottawa Police Department to purchase 2 new 2021 Ford Utility Interceptor Squads from Currie Motors Fleet in the amount of $63,786.00, be approved and paid for from the General Corporate Fund. Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

The City Engineer, City Treasurer, and Corporation Counsel then all gave their reports to the Council.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of November 2021, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,285.00, for the month of November 2021, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of November 2021, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance approving and authorizing the execution of a first amendment to the tax increment financing redevelopment agreement between the City of Ottawa, COMJ Enterprises LLC, and Chad and Olivia Lucas, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an ACA service agreement between the City of Ottawa and Medical Costs Containment Services Inc., which has been on file for public inspection since November 16, 2021, be adopted. Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an engagement agreement between the City of Ottawa and I/O Solutions, regarding entry level firefighter exams, which has been on file for public inspection since November 16, 2021, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Local Funds for the Rebuild Downtown and Main Street Capital Grant in the amount of $1,010,625.00 from the TIF Fund, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Rich Crum of 1135 Chicory Lane, to the Special events Committee, term to expire September 2023, be adopted. Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, November 18, 2021, considering a variance from the Fence Ordinance from Marilyn Young for property located at 402 View Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance be granted with the condition that the 6 foot solid zero visibility fence on the street side of the corner lot be no further south than the back corner of the residence and the follow up Ordinance be passed and approved.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, November 18, 2021, considering a variance from the Fence Ordinance from Lindsey Rueckmann for property located at 1404 W. Madison Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance be granted with the condition that the 6 foot solid zero visibility fence on the street side of the corner lot be no further south than the front corner of the residence and the follow up Ordinance be passed and approved. Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, November 18, 2021, considering a variance from the Fence Ordinance from Jeremy Penfield for property located at 1601 W. Jefferson Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance be granted with the condition that the solid zero visibility fence constructed on the street side of the corner lot between the residence and the garage remain on the premises and the follow up Ordinance be passed and approved. Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, November 22, 2021, considering a text amendment to Chapter 118 of the Municipal Code from Steep Hill Illinois to provide adult use cannabis testing establishments as a permitted and or conditional use in certain zoning districts, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Plan Commission and the Ordinance be changed to allow cannabis testing facilities as a permitted use in the Class D & E zoning districts and as a conditional use in the Class C-3, C-4, and C-5 zoning districts and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
