Village of Ladd Village Board met March 8.

Here are the minutes provided by the board:

The Ladd Village Board met in regular session in the Village Hall. Mayor Frank Cattani called the meeting to order at 6:30 pm and led the pledge of allegiance to the American flag.

Roll Call: Present: Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, Molly Thrasher, Mike Urbanowski. (6)

In attendance: Attorney Pat Barry, Attorney Colin Barry, Clerk Bezely, Village Treasurer Julie Koch, Engineer Adam Ossola, Superintendent Doug Englehaupt, and Police Chief Randy Dean

Margherio motion/Thrasher second to accept the February 22, 2022 meeting minutes as presented. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Nelson motion/Urbanowski second to authorize payment of the bills in the amount of $28,824.40. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Correspondence: Bezely told the council that she received a $150.00 check from the Ladd Community Consolidated School for the recreation fund. This money was from the proceeds of their denim days. A thank you card was passed around for signature.

Public Comment: None

Committee Reports: None

Engineer’s Report: Ossola told the board the feasibility study has been scheduled for next Thursday, March 17th following the bid letting for the water main project. Ossola told the board that he has a little more information on the sidewalk grant. He stated that DCEO wants a written procurement policy in place to be able to spend any money. It is believed that the Village does not have one. Ossola stated he would need to develop one which captures what we want to do for this job and put it in place. The main question was how do you go about procuring engineering services to get started but no answer has been received yet. Ossola asked for feedback as to which locations they would like to see done. A lengthy discussion resulted in the board concentrating on Dick’s Tap corner, the Post Office handicapped ramp, and if money allows across the street from the Post Office on the south end of the block. Ossola stated that perhaps the owners of these buildings could be informed of the Village's plans for the sidewalk and see if they would like to take advantage of the opportunity to work with Chamlin to make their business entrances handicapped accessible also. It is the Village’s responsibility to provide accessibility up onto the sidewalks, not into the privately owned businesses. There is no time limit on this grant.

Superintendent’s Report: Bezely told the board that Englehaupt had cut the tree down on the railroad property that was requested before the water main replacement project began. Englehaupt explained the quotes on the aerator motor at the wastewater treatment plant. Englehaupt told the board he would recommend the Siemens motor for $966.18 from Inman Electric Motors.

Nelson motion/Margherio second to purchase the Siemens 10 1800 215T 3 TEFC 208-230/460V SD 100 motor for $966.18 from Inman Electric Motors.

Police Chief: Chief Dean told the board there were 9 cars again on Main Avenue after a snowfall. Dean read an ordinance from the General Penalty section of the codebook which allows for a $25.00 fine. The Attorney’s explained this general penalty section. Atty. Pat Barry suggested using the parking section fine of $5.00. The village is in the process of updating this policy to be a higher fine with the possibility of towing the cars if they are repeat offenders. These offenders will be issued $5.00 tickets for this past offense. Atty. Pat Barry will work on getting the snow ordinance updated and bring it to the next meeting. This will include a higher fine of $25.00 with the ability to increase the fine with every additional offense. Dean feels this is fine with him. Dean stated he has an application. He needs to touch base with him and see what kind of availability he has. Mayor Cattani told Dean if we cannot get an officer to work until closing time on Friday, Saturday or Sunday the board would be happy with any hours on the weekends. Cattani stated that any hours would be acceptable. Dean stated all the officers know this. They are aware they can work any amount of hours on the weekend. They just won’t get the $4.00 shift differential if they don’t stay until ½ hour after the bar closing time. Cattani stated he is very happy with the coverage this morning. Dean stated they are patrolling many areas in town where complaints have been received. Dean asked if we had a target number of hours for police coverage. The board told him as many as possible, more than we’ve had. The board stated they are willing to pay for coverage. Nelson asked about the incident with a pickup truck that happened last weekend. Dean told him that this pickup truck was in 3 other towns causing problems. It is under investigation.

Building Inspector: None

Village Attorney: Atty. Pat Barry distributed an ordinance on net metering. Barry asked Englehaupt if he had time to review the ordinance & policy. Englehaupt stated he had a few questions and Barry told him that there is an interconnection policy also and this particular information is a result of the new energy bill that was signed into law. Our old net metering policy was not in compliance with the new laws therefore we needed to update it. This update must be done by mid-March. We currently don’t have any existing net metering customers. This policy will be in place when interested people come forward to install green energy. We will implement all parameters of this policy once a solar or wind energy request is obtained.

Manning motion/Margherio second to adopt an ordinance repealing and replacing the Net Metering Policy of the Village of Ladd, Bureau County, Illinois. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski, Mayor Cattani - Motion carried 7-0

Atty. Pat Barry distributed another ordinance that Atty. Colin Barry created. Discussion on the snow ordinance revealed it being a violation of the ordinance for any property owner to push snow or ice onto the streets, alleys, sidewalks, or fire hydrants. The fine is a maximum of $750.00. Verbal notice first, then write a ticket and increase ticket amount each time the same resident is in violation.

Urbanowski motion/Martin second to pass an ordinance regulating the deposit of snow and/or ice on the streets, alleys, and sidewalks of the Village of Ladd, Bureau County, Illinois. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski, Mayor Cattani - Motion carried 7-0

Atty. Barry updated the board on the Hackler house that burned down. The deed was mailed to Kim Hackler after the February 8th meeting for signature, Barry told her he needs copies of the trust agreement and the amendment to the trust agreement. He has not received anything back at this time. He will contact Kim Hackler to find out why there is a delay.

Unfinished Business:

Back Stop at Senior League Diamond: The bid from All Types of Fence was received and it was higher than Illinois Valley Fencing. Therefore, Steve Bosi accepted the bid from Illinois Valley Fencing for $8,000.00. This will be done as soon as the weather permits – it is planned to be completed sometime before April per Bosi.

New Business:

SBR CD: The Sewer Bond Retirement CD matures 3/19/22. Atty. Barry explained this was money left over from the construction of the new sewage treatment plant which was completed many years ago, roughly the late 1980s and 1990s.

Manning motion/Thrasher second to deposit $87,094.27 from the matured Sewer Bond Retirement CD into the Sewer Fund.

Greg Colmone Trivia: Martin motion/Nelson second to approve the special event Liquor License for the Greg Colmone Trivia Night, subject to TULIP insurance being obtained after the April 1, 2022 renewal period.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0 

CD Renewals: The TORT (insurance) CD and the Water Debt CD’s were both up for renewal. Margherio motion/Thrasher second to renew the TORT CD for $133,706.07 and the Water Debt CD for $43,973.87 for 6 months at .20%. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0 

Fair Housing Month: Martin motion/Thrasher second to Proclaim April as Fair Housing Month. 

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0 

Big Truck Show: Nelson motion/Margherio second to Pass a Resolution to close Route 89 for Convoy Against Cancer Big Truck Show on July 16, 2022.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Announcements: Bezely told the board that Molly and Diane Chandler cleaned out the back room in the Community Center. Bezely said that Gregg Ripka sold some old items that have been left from many years ago. Bezely stated that Ripka did for the Village without implementing a fee to the Village. Bezely stated that after receiving this money from sales this brought the total needed for the 8 ft. chicken to $43.64. Ripka donated $20, along with Julie Koch donating $20 and Bezely put in the $3.64. Bezely ordered the 8 ft. metal chicken to be placed on Main Avenue in a location to be determined. Bezely explained she looked into Home Serve, a company that offers service contracts to residents in an effort to help with repair/replacement of large items in the home. Bezely told the board a monthly fee is charged to the resident and if the item they are “insuring” fails the resident can file a claim. There is no cost to the Village. The board felt that no action was needed. Bezely explained that Atty. Pat Barry is preparing a Lien waiver for Laborers Home Development for the $51,875.52 balance they owe the Village of Ladd. Barry stated that this waiver is conditional upon payment and the check clearing our account. Atty. Barry will email this and give instructions tomorrow. Bezely told the board that she hadthe gal who cleans at the Community Center clean the room that Steve from Core Construction was working out of since he turned in his key and is no longer there. Bezely asked Englehaupt and his staff to lend a hand getting tables and chairs put back in this room. Bezely told the council a need for more comme rcial tables may arise since many of the older heavy tables are broken. Bezely also told the council that the large stand-up freezer doesn’t seem to be working. The board instructed Bezely to contact Joe Coutts @ John’s to take a look at the freezer. Bezely explained the Whistleblower policy was passed out to all employees so they could read it and sign the back page acknowledging their receipt of this policy. Bezely talked to the board about advertising our events in the Bureau County Visitors Guide. The board felt it would be nice so Bezely will email Kathy Bauer about our events. Convoy Against Cancer Big Truck Show on July 16, 2022, More in Bureau County – Village Wide Garage Sales on June 17th & 18th 2022, Farmer’s Market every Monday beginning June 13, 2022, thru September 4-6 pm at War Memorial Park, Christmas Walk on December 10, 2022, from 2-5 pm with the Lighted Christmas Parade at 5 pm. and music in the Park with Selby Street on Friday, September 16, 2022, at 6 pm. Food, music, and a drawing to win a 50 in TV. Watch the website for additional dates once the music is booked! We were also asked to participate in the “MORE IN BUREAU COUNTY”, county-wide garage sales on June 17th & 18th. The council agreed to move the Village Wide Garage sales to June 17th and 18th to be a part of this event.

The council returned to regular session at 8:28 pm.
