City of Peru Committee of a Whole met June 19.

Here are the minutes provided by the committee:

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, June 19, 2023 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick and Moreno present; Mayor Kolowski present. Alderman Lukosus arrived at 6:40 p.m.

PUBLIC COMMENT

MINUTES

Clerk Bartley presented the Committee Of A Whole Minutes of May 22 2023. Alderman Payton made a motion that the minutes be received and placed on file. Alderman Ballard seconded the motion; motion carried.

PUBLIC WORKS COMMITTEE

Alderman Payton reviewed the Geneseo Communications presentation noting there is no monetarizing their asset.

Corporate Counsel Scott Schweickert explained, based on his research, the preference to have an open competitive process. Alderman Edgcomb stated he was more openminded to giving the residents options. Alderman Sapienza believes we have a valuable asset and wants more information, perhaps from a professional. Mayor Kolowski recommended some kind of franchise fee to monetarize the service.

PSM/Fire Chief Jeff King reported the city has options to finance the purchase of new vactor truck, outside of John Deer Leasing.

PUBLIC SERVICES

PSM/Fire Chief Jeff King reported on the change order for the fire truck repair from $33,693.49 to $45,289.06.

UNFINISHED BUSINESS

Corporate Counsel Scott Schweickert reported the city has permission from the owner of the old Spa Secret Fantasies, to remove the I-80 billboard.

PSM/Fire Chief Jeff King reported on the ongoing issues with garbage and nuisance along the south side of the river.

Human Recourses Director Kim Reese reported there is a motion to seek applicants for Electric Operations Manager. Eric Carls, Director of Engineering and Zoning commented on proposed language changes and splitting skills between desired and required.

NEW BUSINESS

Mayor Kolowski stated he would like to honor the State Champion St. Bede Girls Softball team at the July 5th meeting.

PUBLIC COMMENT

CLOSED SESSION

Alderman Payton made a motion to go into closed session to discuss meetings on collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees and meetings held to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Closed session began at 6:45 p.m. and ended at 7:06 p.m.

Alderman Edgcomb made a motion to reopen the meeting. Alderman Moreno seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present; motion carried.

ADJOURNMENT

Alderman Edgcomb made a motion that the meeting be adjourned. Alderman Payton seconded the motion and motion carried.

Meeting adjourned 7:08 p.m.
