City of LaSalle Street, Alleys and Traffic Committee met Sept. 18

Here are the minutes provided by the committee:

Chairman Bacidore called the Meeting to order at 6:07pm

ROLL CALL 

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane (arrived at 6:16pm)

Absent: NONE

Others Present: Deputy Clerk Brent Bader, Economic Development Director Curt Bedei, City Building Inspector Andy Bacidore, Fire Chief Jerry Janick, City Treasurer Virginia Kochanowski, Attorney Pat Hermann, Police Chief Mike Smudzinski (arrived at 6:09pm).

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Ptak to approve and place on file the minutes of the Streets, Alleys and Traffic Committee for September 5, 2023.

Voice vote, all ayes. Motion carried.

Deputy Clerk Bader mentioned that notices were sent out to residents in regard to the request regarding the addition of a "No Parking Here to Curb” sign at the intersection of 11th and LaHarpe streets. Bader also included pictures in the councilmen’s packet. The resident at 1153 11th St. was in support of this potential addition of signage. The resident at 1134 LaHarpe was also in support of this request but believes this issue to only be a problem from east to west, and north and south does not need to be considered. Bader mentioned sending out 10-12 notices to residents.

Chief Smudzinski mentioned that this resident's vehicle did recently get hit. He said he spoke to this resident to resolve this issue once they vehicle gets repaired and he is able to move it.

Resident Deanna Hicks mentioned that this has been an issue for more than just two weeks. This resident has always parked there. Bader did mention that the resident in question is also in support of this.

Moved by Alderman Herndon and seconded by Alderman Jeppson to table the request regarding the addition of a "No Parking Here to Curb” sign at the intersection of 11th and LaHarpe streets for the next SAT committee meeting in two weeks.

Voice vote, all ayes. Motion carried.

Deputy Bader mentioned that Alderman Crane did put in for the request regarding the addition of a "Children Playing" sign at the corner where Oconor Avenue and Zinc Street meet.

Resident Jamie Hicks mentioned that many children are in that area and there are many people that fly around that corner. He does agree with the need for this sign request. Hicks also has an issue with the residents parking on the curb of the curve. Chief Smudzinski stated that they need to call next time that they see this and they will go out and ticket this resident.

Moved by Alderman Herndon and seconded by Alderman Reynolds to approve the request regarding the addition of a "Children Playing" sign located Eastbound on Oconor Ave.

MOTION CARRIED: 7-0 

Alderman Bacidore did not see an issue with this concern. He did not see any cars parked there when he drove by a few different times.

Alderman Jeppson mentioned that he spoke with the Superintendent of LaSalle Lincoln School. This issue only occurs at drop off and pickup every school morning and afternoon. Jeppson does believe that this is an issue if you buy a house by a school. One cannot expect to change the parking due to these concerns that only may happen during drop off and pick up times. Alderman Jeppson does believe that if the city did put a sign, “No Parking from here to Alley”, would help to eliminate anyone that may park in front of his driveway for drop off and pickup.

Alderman Lavieri did question if people would even acknowledge the sign because people do not believe that they are “parking” when the vehicle is on and they are in line to drop off or pick up.

Alderman Bacidore does not see a reason to table it because he does not see the outcome to be any different in two weeks. Alderman Lavieri would just like to give them a chance to show to the next meeting and discuss their concern.

Alderman Herndon did ask if Alderman Jeppson knew how long these residents lived there. Jeppson believed them to be there for about 10 years.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to postpone this request from Bob and Renee Baker, of 1232 Marquette Street, for "No Parking" signs on Lindberg Road from the alley west to Marquette Street. Mrs. Baker had services for her mother today and was unable to attend the meeting.

MOTION CARRIED: 5-2 

There were no more questions or comments from the public.

Moved by Alderman Reynolds and seconded by Alderman Jeppson to adjourn the meeting.

Chairman Bacidore adjourned the meeting at 6:20 p.m.
