City of Ottawa City Council met Feb. 20.

Here are the minutes provided by the council:.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson and Brent F. Barron.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 6, 2024, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Ray Jackson of the Independent Order of Odd Fellows presented the Council with a check for $3,000.00 towards playground equipment.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of February 16, 2024, in the amount of $517,770.81, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated February 20, 2024, showing expenses in the amount of $2,051,352.02, be approved and warrants issued.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of January 2024, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Quote.

Moved by Commissioner Eichelkraut that the Quote received from Tyler Technologies in the amount of $8,774.00 to purchase project accounting software be approved and paid for from the General Corporate Fund.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the Federal 5311 Grant agreement for NCAT, be received and placed on file for public inspection.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut asked everyone to go to the Special Events facebook page and website and check out the Music in the Park, Friendship Days, and Jordan Jams bands.

Commissioner Ganiere reminded that during this election season political signs must be 8 feet away from the street and curb. 

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Imagine Nation LLC in the amount of $24,486.50 for the new Peck Park shelter be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Request.

Moved by Commissioner Pearson that the City Clerk be authorized to advertise for Bids for the Allen Park project. Bids will be received until Tuesday, March 19, 2024, at 10:00 a.m.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from NuToys in the amount of $106,853.00 for the Allen Park playground equipment be approved and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of a proposal between the City of Ottawa and KLM Engineering Inc., regarding water tower inspections, which has been on file for public inspection since February 6, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Commissioner Barron presented Resolution.

Moved by Commissioner Barron that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Etscheid, Duttlinger, & Associates Inc., for the 2024 Watermain Replacements, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing a collective bargaining agreement between the City of Ottawa and AFSCME Local 2819, which has been on file for public inspection since February 6, 2024, be adopted.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing a collective bargaining agreement between the City of Ottawa and the International Association of Firefighters Local 523, which has been on file for public inspection since February 6, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a grant agreement between the City of Ottawa and the Illinois Department of Natural Resources, for the South Bluff Historic Survey, which has been on file for public inspection since February 6, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a hosting agreement between the City of Ottawa and Earth Networks Inc., for the WGN weather bug station, which has been on file for public inspection since February 6, 2024, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an amendment to the agreement between the City of Ottawa and CivicPlus LLC, regarding invoicing for the website project, which has been on file for public inspection since February 6, 2024, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement between the City of Ottawa and the YMCA, for property use and maintenance, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty presented Request.

Moved by Mayor Hasty that the Request for a fundraiser from Ottawa First to collect donations on Saturday, June 8, 2024, from 8:00 a.m. until 2:00 p.m. at the intersections of Route 23 at Route 6and Route 23 at Main Street, be approved and the City Departments involved be notified of the event.

Second by Barron.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None.

Mayor Hasty announced that there will be a public meeting on Thursday, February 22, 2024, at 6:00 p.m. at City Hall on the $75,000 RISE Grant hosted by Place Dynamics.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Barron and Mayor Hasty.

Nays: None. Council adjourned at 7:13 p.m.
