City of Peru Committee of a Whole met April 7

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, April 7, 2025 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

PUBLIC COMMENT

MINUTES

Clerk Bartley presented the Committee of A Whole Minutes of March 24, 2025. Alderman Payton made a motion that the minutes be received and placed on file. Alderman Moreno seconded the motion; motion carried.

PRESENTATION

Mr. Jonathan McGee and Ms. Jennifer Fredericks of Baker Tilley presented

FINANCE COMMITTEE

Alderman Payton reviewed regular meeting agenda motions and reported that the budget process is underway.

PUBLIC SERVICES COMMITTEE

PUBLIC WORKS

Alderman Lukosus reviewed regular meeting agenda motions and asked to table the motion to approve quote for Well 9 repairs.

Alderman reviewed the proposal of $27,478 for milling and resurfacing Prospect Street between Rte. 6 and 5th Street.

OLD BUSINESS

NEW BUSINESS

Eric Carls, Director of Engineering and Zoning noted that his department and the Planning/Zoning Commission did not favorably recommend the proposed petition by GKD Partners, LLC. Mr. Carls and Corporate Counsel Scott Schweickert noted the issues with the site and a totally deficient submittal.

CLOSED SESSION

Alderman Lukosus made a motion to go into closed session for discussion of minutes and meetings lawfully closed under the act either for purposes of approval by the body of the minutes or semi-annual review of the minutes required by the act. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus, and Moreno voting aye; motion carried. Closed session began at 6:55 p.m. and ended at 6:52 p.m.

Alderman Edgcomb made a motion to reopen the meeting. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present. Mayor Kolowski present.

ADJOURNMENT

Alderman Tieman made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and motion carried.

Meeting adjourned 6:53 p.m.
