A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza and Lukosus present; Alderman Buffo arrived at 6: p.m.; Mayor Kolowski present.

PUBLIC COMMENT

MINUTES

Mayor Kolowski presented the Committee Of A Whole Minutes of July 6, 2021. Alderman Payton made a motion that the minutes be received and placed on file. Alderman Buffo seconded the motion; motion carried.

INFORMAL COMMITTEE DISCUSSION

Alderman Waldorf reported on the following motions on the regular meeting agenda:

• Motion to approve an engineering service agreement with Chamlin & Associates for design of Well #5 Submersible Pump Conversion

• Motion to approve a lease from Martin Equipment for an 324L – FOUR WHEEL DRIVE LOADER with trade in of a 1997 GEHL 5635SX (trade in allowance $12,000) lease payment of $1503.36

Alderman Payton reported on the following motions on the regular meeting agenda:

• Disbursements

• Motion to donate $4000.00 to Peru Little League Baseball

• Motion to donate $4000.00 to Peru Girls Softball

• Motion to donate $1000.00 to Illinois Valley Public Action to Deliver Shelter (PADS)

• Will report on new personnel under new business (on regular agenda)

IT Director Stephen Rounds reported on an email address that was compromised.

CLOSED SESSION

Mayor Kolowski asked for a motion to go into closed session to discuss purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property; meetings of a municipality operating as a municipal utility, power or natural gas agency to discuss contracts for the purchase, sale or delivery of electricity or natural gas and the results of load forecast studies and meetings held to discuss litigation “when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. Alderman Waldorf made a motion to go into closed session. Alderman Lukosus seconded the motion. Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Closed session began at 6:04 p.m. and ended 6:45 p.m.

Alderman Tieman made a motion to re-open the meeting. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

ADJOURNMENT

Alderman Edgcomb made a motion that the meeting be adjourned. Alderman Waldorf seconded the motion and motion carried. Meeting adjourned 6:57 p.m.
