The Ottawa Firefighters Pension Fund was rated 78th among the state’s most underfunded municipal police and fire pension funds in 2024, based on information from the Illinois Department of Insurance (IDOI).

The plan, governed under the framework of Illinois’ city pension systems, disclosed total pension commitments of $40,601,081 against actuarial assets of $19,520,933.

This results in a funding level of 48.1%, indicating a shortfall of 51.9% of the assets required to meet future pension payments in full.

The gap between assets held and obligations payable left the system with an unfunded liability estimated at about $21,080,148.

The Illinois Department of Insurance tracks and releases data about local police and fire pensions that are financially sustained by each community’s residents.

As of 2024, Illinois maintained 300 firefighter and 363 police pension funds. Some locales manage both systems, while others support just one.

Some cities and villages in Illinois do not face pension shortfalls. In 2024, 64 municipalities reported no unpaid police or fire pension liability and were excluded from the ranking.

Pension obligations for police and fire, known as “pension benefits,” serve as deferred compensation. City officials commit to retiring public safety personnel through these benefits, but sometimes promise more than what has been properly supported by employee or taxpayer contributions. The resulting gap increases local government pension debt, shifting the responsibility to future taxpayers. Municipal contributions are required annually—primarily from property taxes—and are tallied in data provided by the IDOI.

Averaged across Illinois in 2024, police and fire retirement plans posted a funding ratio of 65.1%, underlining significant funding shortfalls for most local public safety pension systems.

Glencoe Firefighters Pension Fund was Illinois’ least funded pension system, at only 0.9% funded in 2024.

At the other end, Savoy Firefighters Pension Fund reported Illinois’ strongest funded status, with a funding ratio of 797.7% and actuarial assets of $149,803 far topping its responsibilities.

Illinois’ aggregate pension shortfall grew $1.5 billion in 2024, climbing to $143.7 billion, the Commission on Government Forecasting and Accountability found. This marks the third straight annual increase and leaves the debt just under the 20-year peak of $144.2 billion recorded in 2020.

A State Department of Insurance Public Pension Division report found that suburban and downstate Illinois funds had $12.1 billion in unfunded actuarial obligations in 2024, for an overall funding rate of 49.18%. More than half the pledged benefits have no corresponding assets set aside.

In 2024, a study by Equable Institute reported Illinois devoted the highest share of state GDP to unfunded pension costs, nearing 20%.

According to the Illinois Policy Institute, which describes itself as a nonpartisan research group, this has meant a rising taxpayer funding burden. The institute reported that yearly payments for state pension systems grew from $614 million in fiscal 1996 to $11.2 billion in fiscal 2025.
