Mayor Olson called the meeting to order at 7:00 PM.
Pledge of Allegiance followed by a moment of silence reflecting on the forty-nine (49) victims killed andthe fifty-three (53) injured survivors of the shooting attack that occurred in Orlando, Florida over theweekend.

Freedom Days Street Closures: Engineer Horak has compiled a reference booklet of all streetclosures for various events throughout the year. Events planned for this year’s July 4th celebrationwill be a parade and water fights conducted by the fire department. Final plans will be discussed atthe July 27th regular meeting.
Regular Council Meeting Minutes – June 13, 2016International Yoga Day Update: Plans are being finalized for the International Yoga Day to be held atTimber Creek on June 24th and 25th. The sponsoring host will be responsible for advertisement andpromotion, and the City will address security and safety for the participants. Weekly meetings arebeing held in preparation of the event.
Ordinance 2016-05 entitled “2016 Prevailing Wage Rate Ordinance” was presented for passage.Because of the State’s budget impasse, IDOL (Illinois Department of Labor) has not producedupdated wage surveys. The prevailing wage rate for 2016 will remain the same as 2015.Alderman Scheidecker moved to pass Ordinance 2016-05 for the 2016 Prevailing Wage Rate.

Resolution 16-05 entitled “A Resolution Requesting a Referendum be Submitted to the Voters of theCity of Sandwich Imposing a Non-Home Rule Sales Tax Increase” was presented for adoption. TheCity wishes to submit to the voters for a referendum on the November ballot to increase the City’ssale tax by 1%.

Resolution 16-06 entitled “Resolution Authorizing the Mayor to Execute all Documents Necessary toComplete the Purchase of Real Estate Commonly Known as 1251 East 6th Street, Sandwich, Illinois”was presented for passage. The City will be purchasing the former Designed Stairs building and the1.73 acre parcel located east of the building.
Motion made by Alderman McMahon, and seconded by Alderman Robinson, to adopt
Resolution 16-06 authorizing the Mayor to sign documentation relating to the purchase of
1251 E. 6th Street and the 1.73 acre parcel. Aye: Aldermen Dell, Fraser, Killey, McMahon,

Cross Connection and Backflow Prevention Survey: The bi-annual site survey, as required by theIEPA (Illinois Environmental Protection Agency), was mailed to all households last week. MayorOlson reported he had expected only a handful of surveys to be returned and would estimate that theCity received several dozen today. Brian Voelkel, Water Department Supervisor, will be conductingdata entry findings to be reported to the Council and the IEPA at a future date.

Local Debt Recovery Update: Several years ago the City signed an agreement to participate in theState’s Local Debt Recovery Program. The program provides that delinquent accounts are turnedover to the State for collection from the debtor’s annual state income tax return. This year, the Cityrecovered $2,358.27 on delinquent accounts dating back to 2009. Clerk Ii explained that delinquentaccounts created by tenants generally will be forwarded to the State after all attempts to collect areexhausted by the City. will have a lien placed against their property. There are no costs to the City to participate in theState’s program.
Electronic Aggregation Update: At the time the City entered into an agreement with Mid AmericanEnergy last fall under the aggregation program, rates were higher than in previous years but stilllower than those offered by ComEd. MidAmerican Energy will be mailing a letter this week to allparticipating households that effective June 1, the electrical rates for ComEd are lower than that ofMidAmerican Energy. The letter will provide information to the consumer on transferring back toComEd for their electrical costs.

Clark Street Emergency Generator Award: Recommendation made by Engineer Horak to award theClark Street Water Plant emergency generator project to Halm Electrical Contracting Inc. of Ottawa,IL, in the amount of $248,500.00. It was noted that this amount was actually below the estimatedamount.

Alderwoman Killey reported that the next finance committee will be held on Tuesday, June 21st at9:30 AM at City Hall. Alderwoman extended her gratitude, and on behalf of the Council, to JuanGarcia for maintaining the plants and flowers at City Hall on a daily basis.
