At a recent meeting, the Peru Public Services Committee discussed whether semis and other large trucks were regularly obeying "No Trucks" signs posted on certain area streets.
The Public Services Committee addresses all matters regarding water, meters, sewers, streets, alleys, buildings, grounds, cemeteries, landfill/compost sites, city parks and city garages.

ELECTRIC
Electric Department Foreman Kye Kaszynski reported the transformer for the ENP warehousesite will be installed off of Donar Avenue. Alderman Lukosus made a motion to purchase a 330KVS 2277/480 volt transformer for ENP warehouse site from T&R Electric in the amount of$5,590.00. Chairman Waldorf seconded the motion. Deputy City Clerk Piscia called the roll withChairman Waldorf, Alderman Lukosus, Alderman Mueller, Alderman Sapienza and Mayor Harlvoting aye; motion carried.
ASM Bernabei reported based on the previous order history, the price range to restock conduit
will be $8,000.000-$10,000.00. Bids will be in by Friday. Alderman Lukosus asked that the
items be added to the next City Council Agenda.
LANDFILL

AIRPORT
City Engineer Eric Carls reported the Division of Aeronautics will perform inspections of theparking lot and apron projects tomorrow morning.City Engineer Eric Carls reported they are close to the end of the process for receiving Divisionof Aeronautics approval and will soon go to bid for the crack sealing and pavement marking
projects.
CEMETERY
Alderman Mueller reported on projects completed by volunteers during Ax Church Hope Week.
PARKS & RECREATION
Alderman Mueller provided an update from the Recreation Board Meeting including discussionof power at the Peru Mall for the fireworks festivities; the Touch-A-Truck event; and completionof the shelter at Wiggly Field.
CODE ENFORCEMENT/ BUILDING & ZONING
PSM King reported the Residential Rental Property Ordinance should be ready for review afterhe and Alderman Sapienza discuss and decide on inspection requirement recommendations.
ENGINEERING
City Engineer Eric Carls reported on the following:
· Public Works Building progressing slightly ahead of schedule
· MFT – there was a traffic control issue along Midtown Road which was addressed with
and taken care of by the contractor
· General Fund Street - projects are 75% complete with paving to be finished on 4 city
blocks along with miscellaneous concrete work and restoration
· Area 3 Phase 1 Sewer Separation is progressing
· Alderman Sapienza inquired about the wastewater grant. City Engineer Eric Carls will
check on the status.
BUILDINGS & GROUND
City Engineer Eric Carls discussed a change to the daily price for grade out work at the PublicWorks site.
City Engineer Eric Carls reported receipt of 6 packets for Mausoleum Professional Services. Herecommended establishing a panel including himself, PSM King and Mike Perry for packetreview. They will provide a recommendation at a future Public Services Committee Meeting,and are aiming for fall construction.
Alderman Mueller made a motion to approve Public Works Building Owner Furnished
Equipment of BendPak Truck Lift for $9,249.99. Alderman Lukosus seconded the motion.

Alderman Mueller provided an update on landscaping with rock and new planting:
o 2014 projects included the police department, fire department, airport (partial), city hall
(partial), Washington Park (partial) and Pizza House areas.
o 2015 projects included Centennial Park, Sunset Park, airport (partial/completed), Rotary
Park (statue only), 5th Street Lots (Debo’s and Vlastnik’s block), Baker Lake bathroom,
Cemetery (3 beds)
o 2016 projects included IVAC lot (Peoria St. reconstruction), Pulaski Square, Rotary Park,
Maud Powell wall, Shooting Park Road & Pulaski, guardrail south of Centennial.
o 2017 projects will include Veterans Park, Baker Lake, mausoleum and the remainder of
the cemetery.
Alderman Mueller provided an update on the tree trimming and Ash borer programs:
o 2014 projects included the fire station (completed), 4th Street business district
(completed), Washington Park (initial)
o 2015 projects included cemetery (completed), Rotary Park (completed), Centennial
(limited), Washington Park (completed)
o 2016 projects included Sunset Park (completed), Mckinley Park (completed), Pulaski
Square (completed)
o 2015/2015 Ash Borer project included city-wide treatment and removal of infected trees
on city property
o Pending future work includes Centennial Park (major project) and Baker Lake (refresh)
ASM Bernabei reported by the end of 2017, all major projects will be completed and they willjust require maintenance moving forward. Alderman Sapienza commented they will need to lookat replacing some of the many ash trees that were removed because of infection.
OLD BUSINESS
Alderman Lukosus inquired if there are “No Trucks” signs on Shooting Park Road near the
Sycamore Street entrance, noting a semi drove down Sycamore Street on Friday. ASM Bernabeiindicated the areas with “No Trucks” signs and added that there are signs directing truckstraveling on Shooting Park Road to continue to Dalzell Road. He said truckers are usingautomobile GPS units, which they know do not include truck routes. He reported the policedepartment has been writing numerous tickets to semi drivers.
City Engineer Eric Carls reported Opperman Construction is repairing and adding expansionjoints to a couple of sidewalk panels that heaved along Peoria Street during the recent hightemperatures. In response to a question from Alderman Sapienza, Carls said that constructioncompanies typically cover issues for one year after project completion. In response to a questionfrom Mike Hart, Carls said he has checked a couple of other areas where concrete has heaved,but does not believe there is an issue. Concrete discoloration near 11th and 12th Streets is not astructural issue, but an aesthetic issue that will blend in with the other concrete with weather andtime.
NEW BUSINESS
City Clerk Bartley reported the owner of 104 E Tenth Street was requesting sewer relief after aformer tenant left utilities on after vacating the premises. The committee agreed to relief of halfof the sewer bill.
City Clerk Bartley reported the resident of 930 34th Street was requesting sewer relief for
watering a new yard. Alderman Lukosus reported researching other city’s policies and noted theoption of using a meter for outside faucets, where residents would only get charged for waterusage and not sewer usage. The committee agreed to relief of half of the sewer bill. Discussionof the sewer relief policy will be added to the next Committee Of A Whole meeting.
Chairman Waldorf reported the resident of 306 7th Street was requesting relief after finding afaucet was left on after winterizing the home. The committee agreed to relief of half of the sewerbills.
Mayor Harl requested a town forum meeting at 6 p.m., Wednesday July 6th to discuss the
Washington School property.
PUBLIC COMMENT
Mike Hart asked about line items labeled Area 4 & 6 in May’s paid bills. City Engineer Carlsexplained that the sewer separation items were mislabeled, but now all water and sewer come outof the same fund. City Finance Officer Justin Miller confirmed it was an incorrect descriptionthat happened during a process change and that future descriptions will be labeled “SewerSeparation.”
CLOSED SESSION
Alderman Lukosus made a motion to go into closed session to discuss meetings to consider theappointment, employment, compensation, discipline, performance or dismissal of specificemployees, including the public body’s legal counsel, or to hear testimony on a complaint lodgedagainst an employee to determine its validity; meetings of a municipality operating as amunicipal utility, power or natural gas agency to discuss contracts for the purchase, sale ordelivery of electricity or natural gas and the results of load forecast studies; meetings to review
closed session minutes including the semi-annual review of closed session minutes pursuant toSection 2.06 of the OMA. Alderman Meuller seconded the motion. Deputy City Clerk StephaniePiscia called the roll with Chairman Waldorf, Alderman Lukosus, Alderman Mueller, AldermanSapienza and Mayor Harl voting aye; motion carried.
Closed session began at 10:45 a.m.; ended at 11:12 a.m.
