Ottawa City Council authorizes sale of city property, approves several resolutions

Ottawa City Council met Tuesday, March 7.

The Ottawa City Council includes the mayor, the city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at city hall, 301 W. Madison St.

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel E. Aussem, Thomas G. Ganiere, James J. Less,

Wayne A. Eichelkraut Jr. and Robert M. Eschbach Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 21, 2017, and the minutes of an emergency meeting held on Friday, March 3, 2017, be approved as recorded in the permanent files of the City Clerk. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of February 24, 2017, in the amount of $372,344.64, be approved and warrants issued. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of March 7, 2017, showing expenses in the amount of $769,562.00, be approved and warrants issued. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance. Moved by Commissioner Eichelkraut that an Ordinance providing for public transportation in the City of Ottawa, LaSalle County, Illinois, be passed and approved. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment of the Section 5311 grant agreement for fiscal year 2018, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing acceptance of the special warranty Section 5311 transit program, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing a lease purchase agreement between the City of Ottawa and BB Community Leasing Services Inc., through Ottawa Savings Bank, for the 2017 Vactor, which has been on file for public inspection since February 21, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution approving and accepting a grant of easement with Richard and Donna Armstrong, regarding a permanent easement for a sanitary sewer, be adopted. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem a Resolution authorizing the approval and acceptance of a proposal for engineering construction services between the City of Ottawa and Renwick & Associates Inc., regarding the elimination of lift stations at James Court and Dairy Lane, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief. Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of February 2017, be received and placed on file. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief. Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of February 2017, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Resolution. Moved by Commissioner Ganiere that a Resolution authorizing the execution of a contract between the City of Ottawa and Fire Service Inc., regarding the purchase of an E-1 stainless steel rescue pumper, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Less presented Resolution. Moved by Commissioner Less that a Resolution authorizing a lease purchase agreement between the City of Ottawa and BB Community Leasing Services Inc., through Ottawa Savings Bank, for the 2017 Caterpillar Wheel Loader, which has been on file for public inspection since February 21, 2017, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar. Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of February 2017, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration. Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $2,780.00, for the month of February 2017, be received and placed on file. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official. Moved by Mayor Eschbach that the Report of Building Official, Michael Sutfin, for the month of February 2017, be received and placed on file. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Ordinance. Moved by Mayor Eschbach that an Ordinance approving and authorizing the execution of a tax increment financing district redevelopment agreement between the City of Ottawa and Moose Cones Historic Ice Cream Warehouse LLC, for property located at 806 Fulton Street, be received and placed on file for public inspection. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Ordinance. Moved by Mayor Eschbach that an Ordinance authorizing the sale of real property owned by the City of Ottawa and providing for public notice thereof, regarding Reddick Mansion, be passed and approved. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing a proposal between the City of Ottawa and JF Brennan Company Inc., regarding a hydrographic survey, which has been on file for public inspection since February 21, 2017, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the approval of a collective bargaining agreement between the City of Ottawa and the International Association of Firefighters Local 523, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of the 3rd amendment to the agreement between the City of Ottawa and Doug Fredin, regarding Briarcrest Subdivision II, which has been on file for public inspection since February 21, 2017, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of a settlement agreement between the City of Ottawa, Michael Davies, Archer Daniels Midland Company, and American River Transportation Co., which has been on file for public inspection since February 21, 2017, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission. Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, February 27, 2017, considering the Preliminary Plat of the Villas of Heron’s Landing, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the Preliminary Plat be approved. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Requests. Moved by Mayor Eschbach that the Request for a conditional use permit from McDonald’s for a drive thru, the Final Plat of Briarcrest Subdivision II Unit 4, the Final Plat of Harbor Cottages, and the Preliminary and Final Plats of 2005-2007 Autumnwood Drive Lot 2 Phase I, all be received and referred to the Plan Commission for review and recommendation. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for a variance from Michael Pufahl for property located at 1861 Chestnut Street, be received and referred to the Zoning Board of Appeals for review and recommendation. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for a fundraiser from the Ottawa Kiwanis Club to hold their annual Peanut Days on Friday, September 8, Saturday, September 9, Friday, September 22 and Saturday, September 23, 2017, at the intersections of Norris Drive and Columbus Street and Route 23 and Stevenson Road, be approved. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this regular meeting be adjourned. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried. Council adjourned at 7:20p.m.
