Peru City Council met Aug. 24.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, July 24, 2017 at 7:03 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation

Mr. Pete Etscheid, local disc golf league member, addressed the council with plans to bring disc golf to Baker Lake. Mr. Etscheid stated it’s a very simple game. Mr. Etscheid stated he has seen 5-year-old kids play the game Mr. Etscheid stated if you’re old enough to pick up a disc you can play. Mr. Etscheid stated it is a quiet sport and is maintenance free. Mr. Etscheid also stated the sport is fast-growing and would not interfere with soccer fields or other widely used portions of Baker Lake. Mr. Etscheid stated the course is spread out around the lake more than 120 feet from any home and would utilize unused portions of the park. Alderman Payton stated it would be a great idea. Recreation Board President Ray Zborowski stated this is one more thing we would like to bring to the area. Mr. Zborowski said the project would cost the parks and recreation board about $9,000 and a local business has pledged to donate money toward the project, and installation of disc golf baskets would be done with volunteer labor. Mr. Zborowski emphasized the course was designed with safety as a top priority. Mr. Zborowski stated they would like to get the project going this fall. Alderman Ferrari asked that city engineer Eric Carls be kept abreast of the construction of the course.

Minutes

Mayor Harl presented the minutes of the Regular Meeting of July 10, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Financial Report

Mayor Harl presented the Treasurer’s Report for June 2017; Sales, Home Rule, Use and Telecommunication Tax Receipts for January 2017 and the Peru Recreation Fund Cash Accounts Summary for June 2017. Alderman Potthoff made a motion that the reports be received and placed on file. Alderman Potthoff noted the surprise increase in sales tax from $306, 203.93 last April to $348,157.26 this April. Alderman Payton seconded the motion; motion carried.

Activity Report

Mayor Harl presented the Building Permits-Second Quarter Report 2017; Peru Police Department Monthly Report for June 2017 and Peru Volunteer Ambulance Service Inc. Activity Summary for June 2017. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Report Of City Attorney/Ordinances And Resolutions

Special Corporate Counsel Jonathon Brandt presented the minutes of Planning/Zoning Commission hearing held on July 19, 2017 as sought by the petition of Michael Prokup for vacating portions of Pike Street and Fourth Street rights-of-way at 2017 Fourth Street, Peru, IL. Alderman Waldorf made a motion that the minutes be received, placed on file and concur with the recommendation. Alderman Potthoff seconded the motion; motion carried.

Special Corporate Counsel Jonathon Brandt presented a proposed ordinance entitled:

An Ordinance Vacating Portions Of Pike Street And Fourth Street Rights-Of- Way At 2017 Fourth Street, Peru, Il

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

City Clerk Dave Bartley presented a proposed resolution entitled:

A Resolution Relating To Participation By Elected Officials In The Illinois Municipal Retirement Fund (Mayor & City Clerk)

Alderman Waldorf made a motion that the resolution be adopted as written and read. Alderman Payton seconded the motion. Clerk Bartley explained the need for new resolutions. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Finance And Safety Committee

Alderman Radtke presented the following disbursements for payment on July 12, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve FY 18 façade grant to S.O.B. in the amount of $37,500 contingent on 30 day completion with two property notices sent regarding owner’s rental property. Alderman Potthoff stated the grant application detailed $76,352.50 of planned work, including exterior, signage, electrical, windows, lighting, concrete and awning work and stated it will look really good on Rt. 6. Clerk Bartley stated work on the building could start as early as next week. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve $1,000 donation to Peru Girls Little League Softball for annual Junior Little League State Tournament. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Public Services Committee

Alderman Waldorf made a motion to authorize rehab of marble plaques and shelving in remaining three wings of the mausoleum to Otto Baum Company Inc. in the amount of $95,500. City Engineer Eric Carls noted the amount is under proposed budget. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Mayor Harl presented a Letter of Retirement from the following ETSB Board Members as of Friday, June 30, 2017:

• Joe Hogan (serving since 1989)

• Richard Vlastnik (serving since 1989)

• Doug Bernabei (serving since 2006)

• Bob Pyszka (serving since 2007)

• Mark Roberson (serving since 2009)

• Jeff King (serving since 2010)

• Jim Coughlin (serving since 2011)

Police Chief Doug Bernabei explained the mass retirement came about because of consolidation legislation. Chief Bernabei stated our ETSB was required to dissolve and that will take place June 30th. Chief Bernabei noted Hogan and Vlastnik had served on the board since 1989, and wanted the minutes to reflect that they retired and did not resign. Chief Bernabei stated they’ve been volunteering for the city of Peru for 28 years. Mayor Harl thanked them for their service. Alderman Potthoff made a motion the letter be received and placed on file. Alderman Ferrari seconded the motion; motion carried

Petitions And Communications

Public Comment

Former Friends for Peru Pool committee members Debbie Noonan and Anita Kapinski addressed the council and read a letter regarding the process of the splash pad timeline and OSLAD grant. The letter stated the splash pad project would not be happening without the involvement of the Friends for Peru Pool committee, its fundraising and legwork toward a grant application. Mrs. Noonan stated per the letter, we don’t want our names in lights, but isn’t it about time credit should be given to the committee. Mrs. Noonan also stated per the letter the group’s contribution had been overshadowed by a contribution of $100,000 from J.A. Happ, which is reflected by the splash pad’s planned baseball shape. Mayor Scott Harl asked if anyone else had public comment. Friends for Peru Pool member Gina Martin stated they would like answers as to why the city changed the project. Mayor Harl stated the IDNR approved the application and a splash pad is being built. Mrs. Noonan asked for a more detailed response. Mayor Harl stated he is not going to argue about the issue.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:49 p.m.
