The Finance & Safety Services Committee Members Present:

Aldermen Potthoff, Ferrari and Radtke present; Alderman Payton absent; Mayor Harl absent.

Other Persons Present: City Clerk Dave Bartley, Alderman Sapienza, Alderman

Lukosus, Finance Officer Justin Miller and Human Resource Manager Kim Reese

 Matters Discussed

Alderman Potthoff made a motion to approve the minutes of the December 6, 2017 Finance & Safety Services Meeting. Alderman Ferrari seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on January 10, 2018. Alderman Potthoff asked Clerk Bartley to provide Nancy Maze the proper tax documentation prior to the return of $4,000 originally donated to the pool fund.

Old Business

Finance Officer Justin Miller provided the following finance update:

                                                                Finance Report- 01/03/2018

          1. Request for Proposals

              o 5 firms received requests

              o 3-year proposal with 2-year option requested

              o Deadline 1/15/2018

          2. Actuarial Update

              o Fiscal 2018 pension actuarial study in progress

          3. New Grant Procedures and Controls

              o Ethics training for financial “handlers”

          4. Fiscal Year 2019 Budget

              o January- meet with department heads on needs

              o February- first draft and revisions to finance (construction bids)

              o March- final drafts and final revisions

              o April- budget hearing and council vote

          5. Internship

              o Discussion

New Business

Committee discussed spring ICSC Convention in Las Vegas. Reported 32,000 in attendance; 1,200 exhibitors and 2 million square feet.

The Committee recommended Finance Officer Justin Miller to prepare an overall economic development expense.

Alderman Radtke approved $2,500 contribution to Central Region Senior Baseball Regional Tournament (Central States) held July 20-25, 2018; permission to use Washington Park for practice/games. Alderman Ferrari seconded the motion; motion carried.

Committee discussed services of Buxton with options of four installments, February 1st, May 1st , and August for a total of $50,000.

Human Resource Manager Kim Reese provided the following update:

                                                       Human Resource Update-01/03/18

          o Health Insurance Transition Update (HRA, FSA, ID Cards)

             o Select Network Challenges

          o Life Insurance update

             o Increase from $25,000 to $50,000 with Met Life

          o Researching Employee Paid Vision Options

          o Health & Wellness Update (Weight Loss Challenge-Handout)

             o Committee offered monetary weekly incentives

Alderman Ferrari made a motion to adjourn. Alderman Potthoff seconded the motion. Meeting adjourned at 5:40 p.m.
