City of Peru Public Services Committee met Nov. 25.

Here is the minutes provided by the committee:

COMMITTEE MEMBERS PRESENT: Alderman Waldorf, Ferrari, Lukosus, Ballard present; Mayor Harl present.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Treasurer Jackson Powell, Alderman Radtke, Alderman Payton, Alderman Sapienza, Alderman Buffo, ASM Doug Bernabei, PSM Jeff King, City Engineer Eric Carls, Finance Officer Justin Miller, Human Resource Manager Kim Reese and Don Kowalczyk of T.E.S.T.

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of September 23, 2019. Alderman Lukosus seconded the motion; motion carried.

WATER & SEWER 

None

T.E.S.T.

Don Kowalczyk of T.E.S.T. recommended the approval of proposal from Chapman Mechanical Systems Inc. in the amount of $22,758.00 for the replacement make-up air unit at the West Waste Water Treatment Plant.

STREETS & ALLEY

PSM/Fire Chief Jeff King reported on the following:

Noted all measures are being taken to keep up with the leaves

Street sweeper is out going east to west and a subcontractor is going north to south

Noted overtime is being offered for the Friday after Thanksgiving (leaves)

ELECTRIC

Alderman Lukosus made a motion to approve the purchase of battery backup for the Electric Department in the amount of $12,717.00 from Edler Power Services. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Ferrari, Lukosus, Ballard and Mayor Harl voting aye; motion.

Committee discussed bid from Vermeer Sales & Service for Heavy Duty Deck Over Tilt Trailer Specifications in the amount of $28,215.00 and approval from full council.

Clerk Bartley provided the following AMI (Smart Meter) update:

Moving up 2000 residential meter installs starting in February or March instead of May.

Discuss Meter Reader staffing requirement post deployment

Discuss new compatibility advancement with Orion CE water meters (the City will not

need to replace over 4000 water meters due to Tantalus technology upgrades)

Discussed system future enhancements

LANDFILL 

None

AIRPORT

Alderman Lukosus reported on a new prospective hangar building.

Alderman Lukosus noted the need to consider overall upgrades to the facility.

CEMETERY

Alderman Waldorf reported contractor doing restoration following repaving of the roads.

PSM King reported on an opening at the cemetery in the near future to be posted for the existing labor group.

PARKS & RECREATION

Alderman Sapienza reported on ongoing Christmas decorating.

CODE ENFORCEMENT

City Engineer Eric Carls reported there will be a year-end report.

PSM/Fire Chief Jeff King provided an update on the Trolinger properties (1915 Rock Street, 910 Plain Street and 1224 Plain Street). Corporate Counsel Scott Schweickert reported he appeared in court on November 20th for status on repairs to the properties. Corporate Counsel Scott Schweickert state the properties were inspected and photographed the day before the court date and determined they were in worse condition than when the lawsuit was first filed against them in October 2016. Corporate Counsel Scott Schweickert also reported the taxes for each property this year and they were all delinquent and sold. Corporate Counsel Scott Schweickert advised the Trolinger attorney the city had no choice but to proceed to a hearing to obtain the judicial deeds to the properties and he understood. The opposing attorney did not appear on Trolinger s behalf and set a date for hearing on issuance of judicial deed on 12/9/19 for 1915 Rock and 910 Plain, and on 12/11/19 for 1224 Plain. Tyler Dobrich, building inspector, will also need to attend court the morning of 12/9 and 12/11 to provide testimony.

ENGINEERING

City Engineer Eric Carls provided the following project updates:

Ongoing street closures with the North Peoria storm sewer project

Police Department design moving forward

Midtown Road and 26th Street extension are to be expedited with a December 9th bid

project estimate

Working to extend MFT funds and working with IDOT

ASM/Police Chief Doug Bernabei acknowledged City Engineer Eric Carls for his coordination and organization with Leopardo Co., MWH and Basalay, Cary & Alstead regarding the Police Department project. ASM/Police Chief Bernabei reported Leopardo Co. said it has been the most organized project they have ever worked on.

BUILDINGS & GROUNDS

Committee discussed purchase battery backup system from SEPS Inc. in the amount of $20,978.10 for the Peru Municipal Building and recommended approval from full council.

OLD BUSINESS

Mayor Harl asked for the water towers to be inspected.

Chairman Lukosus made a motion to adjourn the meeting. Alderman Ballard seconded the motion; motion carried.
