Here is the minutes provided by the board: 

The Ladd Village Board met in Regular Session at 6:30 pm., in the Village Hall. President Mike  Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag. 

Roll Call: Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6). In  attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Chief Bill Gaefcke, Superintendent Doug Englehaupt, Engineer Adam Ossola 

Motion Cattani – Second Urbanowski to approve the minutes of the March 9, 2021 meeting, as presented. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Motion Urbanowski – Second Martin to authorize the payment of bills of $161,727.84. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Motion Cattani – Second Manning to accept the February 2021 Treasurer’s Report. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Correspondence: None 

Public Comments: None 

Committee Reports: Parks & Recreation – Ruggerio suggested that the Village pay for the mulch and sidewalk sealing at  the monument in War Memorial Park as Grivetti had been personally paying for it. Grivetti stated that he plans to take  care of it this year. 

Engineer’s Report: MFT Program – Ossola presented documents for Board approval and a map of the proposed streets to  be sealed in the 2021 Motor Fuel Tax program. Not included in the proposal is the restriping of parking stalls along Kennedy Park. Ossola recommended that this not be done until 1-2 years after the project’s completion. 

Motion Urbanowski – Second Manning to pass a Resolution for Maintenance under the Illinois Highway Code and to  approve an Agreement for Maintenance Engineering to be Performed by a Consulting Engineer. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

STU Funds – Ossola informed the Board of the Village’s STU (Surface Transportation Program – Urban) funds. Currently,  funds of $101,000 are available to use only on East Cleveland Street. Project paperwork must be submitted for approval  3 years in advance.  

Superintendent’s Report: Senior Housing – Englehaupt reported that the project is now underway and the pre-bid meeting  has been held for the electric extension to the site.  

Chief’s Report: BIG Truck Show – Gaefcke reported that IDOT has approved the closure of Main Street on Saturday, July  24, 2021, for the event. Parking Issue – Gaefcke informed the Board that the tenants of 501 East Cleveland Street have been blocking access to the water treatment plant with their vehicles. Photos were taken and sent along with a letter to  the apartment manager informing her of the problem. Barry suggested a No Parking sign be erected and added that a  vehicle blocking access to the plant when the owner is unable to be reached can be towed.

Motion Martin – Second Cattani to proclaim April as Fair Housing Month. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Motion Manning – Second Ruggerio to renew the Electric Fund CD. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Motion Cattani – Second Nelson to grant permission to the DePue Men’s Club to solicit Main Street businesses for their  boat racing program. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Motion Cattani – Second Nelson to donate $280 to the Hall Township Food Pantry for 8 Easter dinner baskets. 

Ayes: Cattani, Manning, Nelson, Ruggerio, Urbanowski 

Abstain: Martin 

Motion carried: 5-0-1. 

The Board discussed the mowing of Village properties. A 2-year proposal with a slight increase was received from TNT  Lawn & Snow. Nelson again volunteered to mow the water tower property where the community garden is located.  Following discussion, the Board agreed to take action on TNT’s proposal at the April 13th meeting.  

Motion Martin – Second Cattani to waive the utility connection fees for the Habitat for Humanity house. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

The site superintendent for the Senior Housing project has requested the use of Ladd’s Community Center during its’  construction. 

Motion Nelson – Second Urbanowski to rent the Ladd Community Center to Core Construction for $250.00 per month. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski 

Motion carried: 6-0. 

Announcements: 

• The tenant at 336 South Main Avenue has purchased a new washer and dryer for her business. The Board agreed  to give the old washer and dryer to Jesus Andana. If there is a charge for him to remove the appliances, they will  instead be given to Gary Pikula for scrap. 

• Manning reported that a portable basketball hoop has been placed on the Village easement on Peru Avenue across  the street from the school. Gaefcke plans to speak with the owner.

Motion carried: 6-0.
