Commissioner Aussem presented minutes of previous meetings.
Moved by Commissioner Aussem that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, April 19, 2016, and the minutes of a special meeting held on Wednesday, April 27, 2016, be approved as recorded in the permanent files of the City Clerk.

Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of April 22, 2016, in the amount of $354,575.48, be approved and warrants issued.

Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of May 4, 2016, showing expenses in the amount of $276,894.56, be approved and warrants
issued.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a service contract between the City of Ottawa and OSF, regarding NCAT, be received and placed on file for public inspection.

Commissioner Aussem presented Ordinance.
Moved by Commissioner Aussem that an Ordinance amending Chapter 106, Section 106-154 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, which increases water service charges, be passed and approved.
Second by Less.

Commissioner Aussem stated that construction is starting on May 5th, for the Fields Hill Sanitary and Storm Sewer project, May 9th for the Wastewater Treatment Plant Wall, and May 23rd for the Madison Street Storm Sewer.
Commissioner Ganiere presented Report of Police Chief.
Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of April 2016, be received and placed on file.

Moved by Commissioner Less that the City Clerk be authorized to advertise for Bids for the Main Police and Fire Station driveway replacement project. Bids will be received until Tuesday, May 24, 2016, at 9:00 a.m.

Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing and acceptance of a proposal between the City of Ottawa and Nutoys Leisure Products, regarding the rubber play surface at Lincoln Douglas Park, be adopted.

Commissioner Less awarded Bid.
Moved by Commissioner Less that the Bid received from Grand Rapids Enterprises in the amount of $55,450.00 for the 2016 Street Patches be accepted and paid for from the General Corporate Fund, Water Fund, and Wastewater Fund.

Mayor Eschbach presented Report of Zoning Board of Appeals meeting.
Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held
on Thursday, April 21, 2016, considering the zoning variance requests from Robert Cokley for property located at 206 East Washington Street to construct a garage, Rebecca Farrell for property located at 116 Swanson Street to construct a front porch, Jennifer Marshall for property located at 1136 Catherine Street to construct a garage and Paul Craig for property located at 2040 Northlake Drive to construct a fence, all be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance requests be granted and the follow up Ordinances, be
passed and approved.
