Peru Council discusses ag company EMP's plan to build north-side plant

At a recent meeting, the Peru City Council discussed agricultural products maker and distributor EMP's plan to build a facility in North Peru.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING MAY 16, 2016

1 A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, May 16, 2016 at 7:00 p.m. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

Economic Development Director Bob Vickrey announced that EMP, an agricultural products manufacturer and distributor is locating in north Peru off of Donlar Drive. Economic Development Director Bob Vickrey stated footing are in the ground for a 60,000 sq. ft. facility. Mr. Vickrey introduced George Cannon of EMP/Nanochem and thanked Mr. Vickrey and the City for the cooperation. Mr. Cannon stated the products that are manufactured and distributed primarily service the golf course and landscaping industries. Mr. Cannon introduced Pat Trainor, plant manager, who noted the potential for specialty fertilizer manufacturing at the Peru facility.

Ms. Jennifer Zuber addressed the Council for permission to build and set up a Little Free Library. Geno, Jennifer’s son, stated he will be seeking donations for building supplies. The Council granted permission subject to site selection.

Friends for Peru Pool Members Debbie Noonan and Anita Kapinski addressed the Council and submitted their letters of resignation. The Mayor and Council thanked them for their service.

MINUTES

Mayor Harl presented the minutes of the Public Hearing of April 27, 2016, Special Meeting Minutes of April 27, 2016 and Regular Meeting of May 16, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Peru Public Library Cash Accounts Summary for April 2016; Peru Recreation Fund Cash Accounts Summary for April 2016. Alderman Waldorf made motion that the reports be received and placed on file. Alderman Radtke seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Peru Police Department Report for March 2016. Alderman Ferrari made a motion that the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on May 18, 2016:

Alderman Sapienza made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. PUBLIC SERVICES COMMITTEE

Alderman Waldorf commented on the digger derrick line truck bid motion to postpone the process and have additional due diligence take place based on the CAT generator maintenance warranty and extended warranty expense.

Alderman Waldorf made a motion to approve purchase of 2016 Ford Explorer for approximate cost of $30,442.37 along with trade-in of 2004 Ford Explorer for a $1,000 credit. Alderman Waldorf commented on the transfer of the old engineer vehicle to the meter reader to replace that aging vehicle. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Waldorf made a motion to approve purchase of new 2016 F250 XL Super Duty under state bid for approximate amount of $22,406.00 with additional equipment cost of $12,262.50 from Bonnell Industries for the Water Department; subject to trade-in. Alderman Waldorf commented on the safety issue with the Water Department vehicle rust problem. PSM King concurred. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Corporate Counsel Doug Schweickert presented a proposed resolution entitled:

RESOLUTION AUTHORIZING EXECUTION OF LEASE WITH PERU GKD PARTNERS, LLC d/b/a

PERU MALL FOR JULY 4 CELEBRATION

Alderman Mueller made a motion to adopt the resolution as written and read. Alderman Waldrof seconded the motion. Alderman Potthoff expressed his disappointment of the $2,000 fee. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried. Alderman Waldorf made a motion to authorize amendment to Area 3 Sewer Separation Engineering Agreement.  Alderman Mueller seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Waldorf made a motion to award the 2016 MFT-Midtown Road Program to the lowest bidder, Advanced Asphalt Co. in the amount $139,357.86. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion  carried.

Alderman Waldorf made a motion to award the 2016 General Fund Street Program to the lowest bidder, Universal Asphalt & Excavating in the amount $447,291.03. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried. Alderman Mueller made a motion to approve the change to Wiggly Field to construct human shelter, not to exceed $642.00. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff,  Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Doug Schweickert presented the minutes of Plan Commission and Zoning Board of Appeals on petition of Speedway, LLC concerning property located at the northeast corner of Plank Road and May Road, Peru, IL. Alderman Lukosus made a motion that the minutes be received, placed on file and concur with the recommendation. Alderman Potthoff seconded the motion; motion carried.

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF PERU TO B-4 HIGHWAY BUSINESS DISTRICT FOR SPEEDWAY, LLC CONCERNING PROPERTY LOCATED AT THE NORTHEAST CORNER OF PLANK ROAD AND MAY ROAD IN THE CITY OF PERU, IL

Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

UNFINISHED BUSINESS

City Engineer Eric Carls reported a letter was sent to residents in the 13th Street Flood Plain Study and St. John  Flood Plain stating there will be an informational meeting on May 25th at 6:00 p.m.

PSM King reported the Main Street property will be demolished Tuesday, May 17th

PSM King reported the Marathon gas station property inspection resulted in additional findings.

NEW BUSINESS

Alderman Waldorf made a motion to re-appoint Paul Basalay, Bob Johnson and Mark Lucas to the Design & Review Committee for a 2 year term ending May 2018. Alderman Mueller seconded the motion. City Clerk Dave

Mayor Harl recommended the following appointments to the newly created Planning & Zoning Commission for a 5 year term ending May 2021:

· Alderman Radtke made a motion to appoint Doug Biederstedt (Chairman) to the Planning & Zoning Commission. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

· Alderman Mueller made a motion to appoint Tom Atkinson to the Planning & Zoning Commission. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

· Alderman Waldorf made a motion to appoint Cary Miller to the Planning & Zoning Commission. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

· Alderman Waldorf made a motion to appoint Lori Janko Wilke to the Planning & Zoning Commission. Alderman Mueller seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Lukosus reported on the City of Peru to be named IMUA member of the year for the following:

· Customer Service

· Alternative Power resources

· Utility upgrades

Mayor Harl complimented the electric department for their fast action during the power outage.

Alderman Radtke complimented the Water Department on the 7th St water main break.

Mayor Harl requested the City Clerk’s Office send a thank you letter to the former Friends for Peru Pool Members Debbie Noonan and Anita Kapinski.

Mayor Harl recommended to purchase a POW/MIA memorial chair to be placed at Veteran’s Park and donate it to the Peru Veteran’s Memorial group.

PROCLAMATIONS

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented a communication from Tiffany Hornbeck of Color Point of Granville requesting permission to reserve the west side of Baker Lake for a company picnic on Saturday, July 23rd. Alderman Mueller made a motion that the communication be received, placed on file and permission granted. Alderman Ferrari seconded the motion; motion.

City Clerk Dave Bartley presented a communication from Peru Veteran’s Memorial Group requesting permission to hold a Memorial Day Service on Monday, May 30th at 11:00 a.m. at Washington Park; $600 donation to replace  broken flag holders and purchase new flags. Alderman Sapienza made a motion that the communication be received, placed on file and permission granted. Alderman Waldorf seconded the motion; motion.

5 PUBLIC COMMENT

Resident Mike Hart asked for clarification on the CAT generator expense is the cause of pushing the purchase and/or consideration of a new derrick line truck to next year’s budget. Justin Miller confirmed.

CLOSED SESSION

Mayor Harl asked for a motion to go into closed session to discuss meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property; meetings of a municipality operating as a municipal utility, power or natural gas agency to discuss contracts for the purchase, sale or delivery of electricity or natural gas and the results of load forecast studies. Alderman Payton made a motion to go into closed session. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Closed session began at 8:15 p.m.; ended 9:00 p.m.

Alderman Waldorf made a motion to re-open the meeting at 9:00 p.m. Alderman Lukosus seconded the motion.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller and Sapienza present; Alderman Payton absent; Mayor Harl present.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and  motion carried. Meeting adjourned 9:01 p.m.
