Seneca Council donates funds to Grundy County development group

At a recent meeting, the Seneca Village Council voted to further support the Grundy County Economic Development organization with a $500 donation.

The council meets at 7 p.m. on the first and third Tuesday of each month at Village Hall, 340 N. Cash St.

Below are the minutes from this meeting, as provided by the council.

The Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on May 17, 2016.

Village council meeting called to order at 7:00pm

Roll Call: Present: Barla, Applebee, Olson, Timmons, Spicer

Absent: none

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the May 3, 2016 council meeting minutes as presented.

Roll Call: Ayes: Olson, Barla, Applebee, Timmons, Spicer

Nays: none

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves the April treasurer’s report, payroll & payment of bills as presented.

1. Motor Fuel Tax Class Announcement

The Executive Session portion of this meeting was cancelled by Mayor Spicer and will be listed on the June 7, 2016 meeting.

New Business:

Public Property Timmons:

Comm. Timmons announced that the Seneca Park Board is again hosting three types of summer camps for children ranging from 4-13 years old; sewing, cooking and guitar camps will be offered.

In addition, Comm. Timmons announced that the server computer located in the Village Hall has a hard drive failure and needs replacement.

A motion was made by Comm. Timmons and seconded by Comm. Barla that the Council approves $1912.19 to Dell out of the Public Property Department.

Comm. Timmons also stated that Scott Holman and Jim Applebee have chosen John Williams to be hired as temporary summer help out of the sewer department.

A motion was made by Comm. Timmons and seconded by Comm. Applebee that the Council approves the hiring of John Williams as temporary summer employee at a rate of $10.50 per hour out of the Sewer Department.

Accounts and Finance Barla:

Commissioner Barla stated that previously Council were given copies of 2015 Appropriation Ordinance for their updated changes; this item will be on the June 7th meeting as a Public Hearing at

6:45pm and voted upon at the June 21, 2016 meeting. In addition, final payment will be sent to the Port Authority on the existing loan for the storm sewer upgrade.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves a final payment of $100,188.00 to the Seneca Port Authority out of the Storm Sewer account.

Comm. Barla also announced that Treasurer Nancy Spampanato has attended a Motor Fuel Tax class and recommended that employee Scott Holman as well as Commissioner Olson attend the

next year’s class if time provides as there were many beneficial topics that would affect the Street Department; he also commended her for her dedication to her position for the Village.

Streets Olson:

Commissioner Olson reviewed the May 10th bid letting results for the 2016 Street Program; four bids were received and the low bidder was D Construction.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council award D Construction the 2016 Street repair program in the amount of $147,256.79 out of Motor Fuel Tax

Funds.

Comm. Olson also stated that an additional bid letting will be set up and announced for street repair work for the first block of east Lincoln and the extension of Lincoln Street.

Public Health and Safety Applebee: Comm. Applebee announced that currently 300+ users are signed up to receive emergency notifications through the NIXLE program at the Police Department; he had researched upgrading to

NIXLE ENGAGE which combines the current capabilities of the program with community engagement and emergency management features.

A motion was made by Comm. Applebee and seconded by Comm. Olson that the Council approves an expenditure of $3400.00 out of the Public Health & Safety Department.

Comm. Applebee announced several items relating to the Seneca Police Department including an activity report, seasonal theft warning and new officer schedule providing more cohesive coverage.

Public Affairs Mayor Spicer:

Mayor Spicer announced in the past, our Village has supported the Grundy County Economic Development group (GEDC) whom has been a catalyst for economic growth, initiatives and special projects. Consensus of Council was to approve a $500.00 payment to GEDC.

Mayor Spicer referred to Comm. Olson to review the agenda item of Village Clean Up event. Comm. Olson stated it will be held at Olson’s Salvage Yard, 354 W. Jackson St, Seneca on June 17th & 18, 2016 from 8:00am- 4:00pm; no paint, toxic waste, tires, electronics, yard waste household garbage or constructions materials will be collected. Initial dumpster cost is $4000.00 and every additional dumpster filled will be $1500.00 from the garbage fund.

A motion was made by Comm. Barla and seconded by Comm. Olson that the May 17, 2016 council meeting is adjourned at 7:25pm.
