Peru City Council discusses boost in sales tax revenue

At a recent meeting, the Peru City Council heard a treasurer's report that sales-tax revenue is up from a year ago.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING MAY 31, 2016

1 A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, May 31, 2016 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

Friends For Peru Pool Member Claudia Mikyska asked the Council who requested return of pool donation. Alderman Potthoff reported the disbursements reflect a check to Rodney Perez.

PRESENTATION

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of May 16, 2016. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Treasurer’s Report for April 2016, City Clerk’s Report of Cash Received for April 2016, General Fund and Miscellaneous Funds Report for April 2016, Sales, Home Rule, Use and Telecommunication Tax Receipts for February 2016, Electric Financial Report for April 2016 and the Water Financial Report for April 2016.

Alderman Potthoff noted sales tax is up 10% from the same month last year. Alderman Potthoff noted first two months of 2015 compared to 2016 show an increase of $92,217. Alderman Lukosus reported the revenue over expenses for the Electric Light Fund was $3,677,892.44. Alderman Waldorf reported the revenue over expenses for the Water and Sewer Fund was $123,765.52. Alderman Potthoff made motion that the reports be received and placed on file. Alderman Radtke seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Peru Fire Department Report for April 2016; Peru Volunteer Ambulance Service Activity Summary for April 2016; Public Works Monthly Report for April 2016; Electric Department Monthly Report for April 2016; Building & Zoning Monthly Report for April 2016 and Water & Wastewater Treatment Plants Report for April 2016. Alderman Waldorf read the Water and Wastewater Report. Alderman Waldorf made a motion that  the reports be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on June 1, 2016:

2 Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Ferrari made a motion to approve $1,000 donation to the Peru Maud Powell Arts Celebration. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Lukosus made a motion to authorize emergency purchase and installation of Water Street Substation  battery and charger replacement from Edler Power Services for a total project amount of $29,983.91 (materials $19,117.70; freight $550.00; labor $10,316.21). Alderman Waldorf seconded the motion. City Clerk Dave Bartley  called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Lukosus made a motion to authorize emergency repairs of horizontal rack mount 3 RU power supply and replacement of L-Pro with SEL-421 relay and test from Edler Power Services for a project total amount of $14,675 (parts and materials $7,355.70; labor $7,319.30). Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Lukosus made a motion to approve agreement for legal services to be rendered by the law firm of HeplerBroom, LLC (N.LaDonna Driver) to perform environmental legal services for IEPA air emission permits. 

Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Mueller made a motion to seek bids for Municipal Building Generator. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Sapienza made a motion to seek RFP’s (Request for Proposals) for Marathon Gas Station Tank Removal. Alderman Mueller seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6158

AN ORDINANCE AMENDING THE PROVISIONS OF THE CITY OF PERU CODE OF ORDINANCES, CHAPTER 14-ANIMALS, ARTICLE II-DOGS AND CATS, SECTION 14-44-WASTE ACCUMULATIONS

Alderman Mueller made a motion that the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Alderman Potthoff noted the ordinance is beneficial to the neighborhoods providing greater opportunity.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

A RESOLUTION AUTHORIZING REVISED CITY OF PERU INVESTMENT POLICY

3 Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Potthoff noted the policy revision will provide greater accountability and transparency requiring a roll call vote for approval. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented a communication from the Peru Maud Powell Arts Celebration requesting permission to close Fulton Street between 4th and 5th Streets on Saturday, August 20th for the Peru Maud Powell Arts Celebration. Alderman Waldorf made a motion that the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from the Starved Rock Runners requesting permission to hold the annual Kid’s Running Clinic at Baker Lake on Monday’s from 6:00 p.m. to 7:00 p.m. beginning June 20th through August 16th. Alderman Waldorf made a motion that the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from the Peru American Legion Post 375 and Peru Veterans Memorial Group requesting permission to hold a Flag Day program and Flag Retirement Ceremony at Peru Veteran’s Memorial Park on Tuesday, June 14th at 5:00 p.m. Alderman Waldorf made a motion that the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Thomas Smith requesting a variance for property located at 1407 Centennial Road. Alderman Waldorf made a motion that the communication be received, placed on file and referred to the Joint Zoning/Planning Commission for review and recommendation. Alderman Payton seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Peru Little League Baseball announcing a BBQ fundraiser at Washington Park on Sunday, June 26th from 3:00 p.m. to 7:00 p.m. Alderman Waldorf made a motion that the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.

Mayor Harl presented a Letter of Resignation from Treasurer Gary Hylla. Mayor Harl accepted the letter with great regret and noted the accomplishments of the Treasurer. Alderman Potthoff noted Gary accomplished a lot as Treasurer. Alderman Payton thanked Gary for his guidance over the past year. Alderman Potthoff made a motion that the letter be received with regret and placed on file. Alderman Radtke seconded the motion; motion carried.

PUBLIC COMMENT

Resident Orville Sampson addressed the Council regarding issues with his neighbor’s dog waste and standing water.

CLOSED SESSION

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Radtke seconded the motion and motion carried. 

Meeting adjourned 8:31 p.m.
