At a recent meeting, the Peru Public Services Committee received an update on the city's crackdown effort against building/zoning code violations.
The Peru Public Services Committee addresses all matters regarding water, meters, sewers, streets, alleys, buildings, grounds, cemeteries, landfill/compost sites, city parks and city garages.

Chairman Waldorf made a motion to approve the minutes of the May 9, 2016 Public Services Committee Meeting. Alderman Meuller seconded the motion; motion carried.

PUBLIC COMMENT
WATER & SEWER
PSM Jeff King reported a single-phase pump went out at the Hollerich Drive Lift Station and iscurrently being operated by the only backup pump the city has. He stated he would like to install a more efficient, 3-phase pump and purchase a backup as well. He said if the backup pump goes down, there is nothing left to run the lift station. Chairman Waldorf made a motion to approve a quote from Pabian Enterprises LLC for pump replacement and backup in the amount of $17,712.00 for the Hollerich Drive Lift Station. Alderman Lukosus seconded the motion. City Clerk Bartley called the roll with Chairman Waldorf, Alderman Lukosus, Alderman Mueller, Alderman Sapienza and Mayor Harl voting aye; motion carried.

Chris Perra reported he will be obtaining quotes for the raw water pumping station, adding that it will be less expensive to replace than to repair. He will have the quotes for the next meeting.
STREETS & ALLEY
City Engineer Eric Carls reported on the water main break at Rt. 6 and Plum Street, stating a permit has been submitted to IDOT for roadway patching. The quote is to cover repairs and traffic control. Chairman Waldorf made a motion to approve a quote from Advanced Asphalt for roadway patching at Rt. 6 and Plum Street in the amount of $8,500.00. Alderman Lukosus seconded the motion. City Clerk Bartley called the roll with Chairman Waldorf, Alderman Lukosus, Alderman Mueller, Alderman Sapienza and Mayor Harl voting aye; motion carried.
ELECTRIC
City Clerk Dave Bartley reported he has an appointment scheduled June 1st regarding the Water Street Substation insurance claim.
ASM Bernabei reported on an addition to IVCH. Electric Department General Foreman Kye Kaszynski stated a larger KVA will be installed to support the new area. Alderman Lukosus commented that it has always been policy to furnish the transformer. Kaszynski reported the transformer will cost $22,500.00. City Engineer Eric Carls stated the subdivision ordinance fees and reimbursements need to be reviewed. He said he plans to research other city’s policies and provide proposed changes to council in the fall. Discussion/approval of purchase of the transformer will be added to the City Council Agenda.
Electric Department General Foreman Kye Kaszynski reported on needed replacement of the battery system and chargers for the SCADA system, computers, etc. at a cost $29,983.31. The item will be added to the City Council Agenda.
Alderman Lukosus reported attending a cyber-security presentation at the recent IMUA convention. He said discussion of the security system needs to commence and it would be prudent to have an IT consultant assess the system and make recommendations. Electric Department General Foreman Kye Kaszynski said he will contact IMEA and gather information for discussion.

AIRPORT
Alderman Lukosus made a motion to approve the airport flooring quote from Granville Floor Covering in the amount of $9,489.00. Chairman Waldorf seconded the motion. Alderman Lukosus stated this is to complete the flooring project started last year. Mayor Harl said the city needs a copy of the company’s certified payroll to have on file. City Engineer Eric Carls confirmed Public Works contracts do have language requiring submission of certified payroll to the Engineer’s Office. The clerk’s office will request a copy of certified payroll. City Clerk Bartley called the roll with Chairman Waldorf, Alderman Lukosus, Alderman Mueller, Alderman Sapienza and Mayor Harl voting aye; motion carried.
CEMETERY
Alderman Mueller reported the mausoleum will be open on Sunday of Memorial Day weekend for a few hours.
City Engineer Eric Carls reported a notice will be run for professional services. Information will be presented to the Public Services Committee, Finance And Safety Services Committee and City Council.
PARKS & RECREATION
City Engineer Eric Carls will be meeting with the masonry contractor regarding the Sunset Park concession stand. Alderman Mueller reported meeting with Pastor Cameron Graper of Ax Church. He will contact Parks & Recreation Chairman Ray Zborowski to discuss possible volunteer projects for Hope Week.
CODE ENFORCEMENT/ BUILDING & ZONING
PSM King reported Code Enforcement Officer Josh Theisinger has issued over 40 violation letters since starting and will likely be issuing 4 citations today. PSM King and ASM Bernabei commended his productiveness and professionalism.
Mayor Harl initiated discussion of dog excrement complaints. City Clerk Bartley reported a resident stopped in today regarding issues with a neighbor not removing excrement from the yard. ASM Bernabei said the nuisance ordinance may cover the issue, but they may want to consider drafting a more specific ordinance to address dog excrement. He will contact the city attorney to discuss the situation.
ENGINEERING
City Engineer Eric Carls reported on the following projects:
o General Fund Street and Sewer Separation projects are beginning today.
o 13th Street Flood Plain Meeting will take place 6 p.m., Wednesday, May 25, 2016.
o Water Street Project Phase 2 bid opening will take place Tuesday, May 31, 2016. Phase 2
is construction of rock columns. Phase 1 was utility relocation.
o Venture Drive Project will begin after General Fund Street Program.
BUILDINGS & GROUNDS
Alderman Mueller commented on the new Gingko trees and refurbished benches at Maud Powell. PSM King noted the benches would be moved to face the band during concerts.
PSM King reported removal of a tree by Pizza House due to roots raising the sidewalk 2 inches. City Engineer Eric Carls provided an update on the Public Works building including completion of most interior block work, flatwork, electrical rough in and plumbing.
Alderman Mueller inquired about landscaping. ASM Bernabei reported on projects including Rotary Park, Pulaski Square, part of Peoria Street and McKinley Park, with the exception of the stump near the bleachers. PSM King said they just need to define a spot for the bleachers. ASM Bernabei reported Centennial Park is the last very large project that needs to be addressed.
ASM Bernabei recommended seeking bids for a generator for the Municipal Building in the event of a power failure. The cost would be approximately $50,000.00. Finance Officer Justin Miller noted the item is in the budget. Chairman Waldorf recommended and committee members agreed to bring the item before the Committee Of A Whole for further discussion.
OLD BUSINESS
City Clerk Bartley reopened discussion of sewer credits for excessive usage. He reviewed policies of surrounding municipalities, adding that our past practices regarding relief have been reasonable in comparison. Mayor Harl requested City Clerk Bartley create a summary of his findings to present at an upcoming City Council Meeting.

NEW BUSINESS
PSM King asked committee members if he should continue the process to remove tanks from the Marathon Gas Station. It was the consensus of the committee that the tanks should be removed.
The item will be added to the City Council Agenda.
Alderman Lukosus reported a notice from the IMUA that Jacob Peruba of Peru won a $500 scholarship.
PUBLIC COMMENT
Mike Hart inquired if there will be a city-wide cleanup. City Clerk Bartley reported the city’s garbage contract allows for 1 bulk item per week. He noted another competitive garbage service informed him that many cities are doing away with city-wide clean up and switching to allowance of 1 bulk item per week. Alderman Potthoff commented the last city-wide cleanup cost around $40,000.00. Mike Hart commented that there is a sign in the park regarding cleaning up dog excrement, but not a sign facing south. He noted finding bags of dog excrement in the creek.
