Peru Committee of Whole discusses 13th Street Flood Plain Study results

At a recent meeting, the Peru Committee of the Whole reviewed and discussed the 13th Street Flood Plain Study results.

The committee of the whole consists of all members of the Peru City Council.

COMMITTEE OF A WHOLE MEETING MAY 31, 2016

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, May 31, 2016 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton present; Mayor Harl present.

PRESENTATION

MINUTES

Clerk Bartley presented the Committee Of A Whole Minutes of May 16, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCE & SAFETY SERVICES COMMITTEE

Alderman Potthoff reported the reserve ordinance for Utility and General Fund will be held over for two weeks in order for Finance Officer Justin Miller to finalize reserve totals.

Alderman Potthoff reported the investment policy is ready for approval and noted the language addition of investments approval by roll call vote of the full Council.

Alderman Potthoff reported the sales tax figures are continuing to increase.

Alderman Payton that he is working with Clerk Bartley on the Boiler & Machinery quotes for approval by the end of June.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf noted the emergency items for approval on the Regular Agenda:

1. Battery and charger replacement

2. Horizontal rack mount 3 power supply

Alderman Waldorf commented he had only heard briefly of the batteries and would like to be made more aware of his committee action items.

City Engineer Eric Carls reported on the FEMA Water Street project bids and documentation schedule. City Engineer Eric Carls reported the bids will be discussed at the next Public Services meeting. City Engineer Eric Carls reported Advanced Asphalt is the lowest responsible bidder at $256,161.45 and the project will start in the fall.

Administrative Services Manager Doug Bernabei reported on the change of legal representation firms to HeplerBroom

LLC. ASM Bernabei reported Attorney LaDonna Driver has represented the City on Electric Department IEPA matters with firm Hodge Dwyer Driver but she has changed firms.

Public Services Manager Jeff King handed out the rental property registration policy and asked that it be tabled for a thorough review by the council and approved at the next Regular Meeting on June 16th.

PSM King reported on outages due to today’s storms.

City Engineer Eric Carls reported on the 13th Street Flood Plain Study results:

· 31 properties are out of flood zone

· 0 structures are added

· Process for letter for map amendment

City Engineer Eric Carls stated the St. John’s Flood Study was conducted in 1993.

ASM Bernabei reported the compliance officer has been active and making good progress.

Assistant Corporate Counsel Scott Schweickert reported the bank now has the title for the 2123 13th Street property.

Alderman Potthoff asked that the grass and bushes be cleaned up.

Alderman Radtke expressed concerns with long vacant properties and potential risk.

Alderman Lukosus asked for a progress report for the AT&T mobile coverage on the south and west ends. PSM King reported Ax Church volunteers are going to paint playground equipment.

CLOSED SESSION

Alderman Payton made a motion to go into closed session to discuss meetings where the purchase or lease of real estate for the use of the public body is being considered, including meetings held for the purpose of discussion whether a

particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property and meetings to consider the appointment , employment, compensation, discipline, performance, or dismissal of specific employees, including the public body’s legal counsel, or to hear testimony on a complaint lodged against an employee to determine its validity. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Closed session began at 6:38 p.m.; ended 6:58 p.m.

Alderman Radtke made a motion to re-open the meeting at 7:00 p.m. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and

Payton present; Mayor Harl present.

PUBLIC COMMENT

Alderman Potthoff made a motion that the meeting be adjourned. Alderman Waldorf seconded the motion and motion carried. Meeting adjourned 7:01 p.m.
