Peru Design Committee hears presentation on proposed equipment facility

At a recent meeting, the Peru Design and Review Committee heard a presentation on the proposed Martin Equipment facility.

Below are the minutes from this meeting, as provided by the committee.

MEETING MINUTES

DATE OF MEETING: Wednesday, June 1, 2016 TIME: 5:30 p.m.

Chairman Paul Basalay called the meeting to order at 5:30 p.m.

MINUTES:

Mark Lucas made a motion to approve the minutes of the April 20, 2016 Design Review CommitteeMeeting. Doug Biederstedt seconded the motion. All in favor; motion carried.

NEW BUSINESS:

Martin Equipment

Greg Wiesbrock provided a presentation on the proposed Martin Equipment facility which would belocated at 2901, 2931 & 2951 May Road. He stated there have been no changes to the site plans sincethe Zoning Board of Appeals & Plan Commission hearing, except the aggregate side lot was reduced insize.

There will be a 6 foot tall chain link fence on the building property line on the south side. There will bea 6 foot fence on the east and west side of the property that increases to 8 foot tall beyond the entranceoff of Donlar Road. The fence extends north to the tree line, which the existing trees provide a visualbarrier at the north lot line.

There will be 10 feet of landscaping/green space in the front of the building, and about 6 feet on eachside, with room for low plantings, perennials and landscape rock. The plan indicates 3 trees on the eastside and 2 in the front. Small tree species will be selected to avoid contact with the existing City of Peruand Ameren utility lines. Paul Basalay commented that the trees should scale down the size of thebuilding. Greg Wiesbrock noted proposed lawn areas surrounding the building. There is not a seedingplan for the rear of the building as it will be used as an equipment testing area.

Light gray areas of the plan at the property entrances and surrounding the building will be 8 inchconcrete with rebar. Dark gray areas of the plan will consist of 12” thick asphalt millings and will beused for heavy equipment parking. The heavy equipment will compact the grindings over time.

The building floor plan consists of office, show room, break room, storage and parts areas in the front,along with showers, a tool room and a parts storage area in the back. A firewall separates the front andback areas. The locker room also serves as a safe room for storms and is built out of concrete block andreinforced concrete top. Greg Wiesbrock indicated an area where the outside wall to the service managerspace will also have a concrete plank with concrete topping. Bob Johnson asked the location of themasonry wall areas. Greg Wiesbrock indicated all the walls which would have masonry walls.

Exterior elevations show the building will have smooth metal light gray panel siding filled with foaminsulation. The colors of the building are controlled by John Deere to maintain consistency between theirstores. The windows, frames and doors will be a medium gray, providing a contrast between the doorsand siding. The roof will likely be a galvanized steel finish for its reflective qualities. It will be a 1:12roof pitch. Masonry, which will be split face block or ground face block, will surround the bottom of thebuilding extending about 4 feet high. It will be capped with piece of limestone with a bullnose front.

There will be a minimum of 2 signs on the front of the building, one with the John Deere logo and theMartin Equipment name. On the other side, there will be a smaller Hitachi sign. Signs will be internallylit. If budget allows, signs may be added on the sides of the building to gain a better visibility. They willlikely rough in for the signs on the side of the building now so they are ready for a possible futureinstallation. Paul Basalay said it would be best to apply for all of the signs at the same time, includingthe possible future signs, so the plan can be reviewed to make sure it falls within the sign ordinanceguidelines. There will be one pillar sign in the front. The dimensions of the pillar sign does fall withinthe sign ordinance limits as it was reviewed with the Zoning Board of Appeals and the PlanCommission. The sign will be submitted to Chamlin & Associates to make sure it falls within FAAguidelines as well.

Mark Lucas inquired about the property set up for drainage. Greg Wiesbrock indicated the existinggrade falls from 653 in the center to 650 around the perimeter; the area has a natural crown. It gives a1% slope at the minimum across the big areas and drains into the ditches. The southwest corner will begraded out. Paul Basaly asked if there is storm water retention somewhere else in the subdivision. Greg

Wiesbrock indicated there is regional storm water retention.

Greg Wiesbrock stated the Zoning Board of Appeals and Plan Commission approved the necessaryspecial use and variances related to the property. There is an inactive utility line that runs in the right ofway which will be worked around.

Doug Biederstedt inquired about a dumpster area. There will be a garbage dumpster and a recyclingdumpster, which will be added to the site plans. General discussion took place regarding possibledumpster areas and screening options. Paul Basalay stated the dumpster area and screening plan shouldbe submitted with the building permit drawings. Building Inspector Jeff King will contact the DesignReview Committee at the time the building permit is submitted if he believes there may be any concernswith the dumpster area/screening plan.Paul Basalay suggested adding a few more trees in the front to scale the building and adding someground planting around the pillar sign.

Bob Johnson inquired about exterior lighting. Greg Wiesbrock said the building will have wall packs.There will be pole lights along the west side of the paved area to illuminate the yard where theequipment will be parked. Bob Johnson asked if the freestanding sign will be internally illuminated.

Greg Wiesbrock indicated the freestanding sign will be internally illuminated.

Doug Biederstedt asked the target date for the project. Greg Wiesbrock stated the permit would besubmitted in about 4-5 weeks. The building takes about 8 weeks to arrive.

Bob Johnson made a motion to approve the Martin Equipment project with the following conditions: thedumpster enclosure be submitted for plan review with the building permit; additional groundlandscaping around the pillar sign; and additional trees along May Road. Doug Biederstedt seconded themotion. All in favor; motion carried.

STONE JUG

Paul Basalay indicated the supports on the front of the Stone Jug building are sloped and will not meethandicap accessibility requirements. Installing straight posts was a condition of the Design ReviewCommittee approval. Building Inspector Jeff King will contact Stone Jug to make sure that the existingsloped posts are changed to straight posts.

SIGN DISCUSSIONThe committee held general discussion regarding guidelines of temporary signs used by contractingcompanies. Building Inspector Jeff King will send a letter to a company which may be in violation ofthe ordinance.

Doug Biederstedt made a motion that the meeting be adjourned. Mark Lucas seconded the motion;motion carried.
