Ottawa City Council votes to install stop sign at Peck-McKinley corner

At a recent meeting, the Ottawa City Council voted to install a stop sign on Peck Drive at West McKinley Road.

The Ottawa City Council includes the mayor, city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at City Hall, 301 W. Madison St.

Below are the minutes from this meeting, as provided by the council.

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,

James J. Less, and Robert M. Eschbach.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the

Council of the City of Ottawa, Illinois, held on Tuesday, June 21, 2016, be approved as

recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

June 17, 2016, in the amount of $383,645.09, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of

June 21, 2016, showing expenses in the amount of $753,976.18, be approved and

warrants issued.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of June 9, 2016, in

the amount of $26,617.50, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk,

Shelly L. Munks, for the month of May 2016, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an

intergovernmental cooperation agreement between the City of Ottawa and Bureau

County, Illinois, regarding public transportation services, be received and placed on file for

public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Change Order.

Moved by Commissioner Aussem that Change Order #1 from Superior Excavating in the

amount of $94,003.00 to replace the water main during the Madison Street storm sewer

project, be approved and paid for from the Water Fund.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Ordinance.

Moved by Commissioner Aussem that an Ordinance providing for the payment of

prevailing wages in the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the Request to purchase 2 2016 Ford Explorers

from Bill Walsh Automotive Group in the amount of $54,290.00 be approved and paid for

from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Ordinance.

Moved by Commissioner Less that an Ordinance amending Chapter 102-81 paragraph c

of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, by the addition of a

stop sign on Peck Drive at West McKinley Road, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that the Resolution for the maintenance of City Streets

appropriating $350,000.00 of Motor Fuel Tax Funds, be adopted

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid and presented Resolution.

Moved by Commissioner Less that the Bid from Real Estate by KC LLC in the amount of

$5,600.00 for 903 Walnut Street be accepted and a Resolution authorizing the execution

of a sale of public property between the City of Ottawa and Real Estate by KC LLC, be

received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid and presented Resolution.

Moved by Commissioner Less that the Bid from Ron Yanke in the amount of $55,000.00

for 616-618 Court Street be accepted and a Resolution authorizing the execution of a

contract for sale between the City of Ottawa and Ron Yanke, be received and placed on

file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance adding Chapter 26, Section 26-45 to the

Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding false information

on applications and forms, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of agreements

between the City of Ottawa and 8 Music in the Park vendors, which has been on file for

public inspection since June 7, 2016, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the City Clerk be authorized to advertise for Bids that will

be accepted until Thursday, July 28, 2016, at 4:30 p.m. and an Ordinance authorizing the

sale of real property owned by the City of Ottawa and providing notice thereof for 538 East

Marquette Street, 412 West Washington Street, 519 Marcy Street, and 511 Armstrong

Street, be passed and approved.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the City Clerk be authorized to advertise for Bids for the

LaSalle Street Streetscape Project. Bids will be received until Monday, July 11, 2016, at

10:00 a.m.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss

matters of personnel and the sale of real estate.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Council recessed at 7:14 p.m.

Mayor Eschbach presented motion to reconvene.

Moved by Mayor Eschbach that this Council reconvene from Closed Session.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.

Second by Aussem.
