LaSalle City Council votes to install signs banning ice fishing, boats on Prairie Lake

At a recent meeting, the LaSalle City Council voted to install “No Ice Fishing”and “No Boats Allowed on the Lake" signs at Prairie Lake.

The La Salle City Council includes the mayor and eight council members — two each from the city’s four wards. Regular meetings are held at 7 p.m. every other Tuesday in city council chambers, 745 Second St.

CALL TO ORDER

The meeting was called to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE

A moment of silence was held for the victims of the recent terrorist attack in Orlando, Florida.

Moved by Alderman Lavieri and seconded by Alderman Herndon to open the Public Hearing regardingthe petition and request of Kildare LLC for annexation and consideration and approval of potentialannexation agreement regarding premises commonly known as 800 feet southwest of 534 N. 29th Roadand 1600 feet northeast of 2828 E. 509th Road, La Salle, Illinois and related matters. (Parcel # 18-12-104-000)

Mr. Steven Shuster manager of Kildare, LLC thanked the council for allowing him to speak. Mr. Shusterexplained that over the years his company has acquired 310 acres in the NE quadrant of I-39 and Route

6. To make that assemblage, five or six real estate purchases were made. This 17 acre triangular parcelwas formerly the Knaff farm and for some reason was overlooked when other parcels were annexed. Theplans are to develop the property for warehousing and distribution centers.

Attorney McPhedran reported that the Planning Commission met earlier to consider the request forrezoning of this parcel to M-1 and agreed to recommend the zoning change subject to provisions that theproperty will not be used for multiple family housing or as an auto salvage yard. Alderman Herndonasked Attorney McPhedran if the M-1 zoning also includes commercial uses. Attorney McPhedranindicated that because of our step zoning, it could be used as commercial or residential, exluding R-4

multiple family housing.

There were no questions or concerns from the council or the public.

In addition, Alderman Schneider stated that in regard to people trespassing on private property toaccess the lake, the Police Department has the full support of the council to issue tickets to tresspassers.

Alderman Schneider mentioned that last meeting the council authorized a Tag Day collection for theDad’s for Diabetes group and he had expressed concern that this group in the past few years have notrespected our 10 a.m. to 2 p.m. hours. In respect to the promise made to neigbor’s in the area of 11th andBucklin, Alderman Schneider stated that he will not be voting to approve this collection next year. Heasked that other groups who collect respect the times set up by the City. Mayor Grove stated that manycommunities do not allow intersection collections, so he, too, asked that groups are respectful of the city’sguidelines.

NEW BUSINESS

Mayor Grove explained that the developer in the former train depot has plans to enhance the streetscapeand the building and has requested that Canal Street be vacated from the entrance of our waste watertreatment plant to First Street. Mayor Grove indicated he will provide the aldermen with architecturalplans for the building. Brief discussion followed and it was suggested that if we move forward with thevacation some parameters must be established. City Engineer Brown stated that we also need toresearch easements and suggested that the road not be vacated but possibly just closed. It was agreedto begin the process of investigating all of these factors and options.

Moved by Alderman Demes and seconded by Alderman Bacidore to begin the process of vacating theportion of Canal Street from the wastewater treatment plant to First Street.

COMMENTS

Mayor Grove reminded the public that the Illinois Department of Agriculture will be spraying for the GypsyMoth on Monday, June 27. The next City Council meeting will be on Tuesday, July 5. Mayor Grovethanked all involved with the Kid’s Fishing Tournament at the Canal. He added that Celebrate La Sallebegins on Thursday, June 23 and runs through Sunday, June 26. This past week local churches heldtheir annual Hope Week and repainted the parking garage on Canal Street as well as painting shelters atHegeler Park. Mayor thanked those who have worked to make the pool and parks look nice.Mike Kasap

thanked the council for the assistance with the Rotary Park Foundation’s recent Music and Arts eventheld at Rotary Park. Clerk Brown reminded the public of the parade on July 4 at 11 a.m.
