At a recent meeting, the Peru Finance and Safety Services Committee discussed the Reserve Ordinance Fund's guidelines and strategy.

THE FINANCE & SAFETY SERVICES COMMITTEE MEMBERS PRESENT:
Aldermen Potthoff, Ferrari, Radtke and Payton present; Mayor Harl present.

Bernabei, Deputy Chief Bob Pyszka, PSM King, Finance Officer Justin Miller, Economic

MATTERS DISCUSSED
Alderman Ferrari made a motion to approve the minutes of the June 8, 2016 Finance & SafetyServices Meeting. Alderman Radtke requested the minutes be amended to state that nounapproved expenditures were determined. Alderman Radtke seconded the motion; motioncarried.
The Committee reviewed and approved the disbursements for payment on June 29, 2016.
PRESENTATION
Deputy Chief Bob Pyszka reported on the fireworks action plan:
· Road parking restrictions and closures have been posted.
· No alcohol outside the CSO beer garden
· Eleven officers on shift for the night
· Officers will be enforcing no alcohol on the mall property
OLD BUSINESS
Finance Officer Justin Miller discussed the Reserve Ordinance Fund handout and outlined thestrategy:
· Not be overly restricted
· Goal of 180 days operating expenditures
· Contributing 25% of Parkside excess
· City contribution 25% of General Fund net cash
· Projected to take 8 years
Alderman Potthoff suggested a super majority to spend reserve funds. Alderman Radtke
suggested removing the General Fund contribution. The Committee was in favor.
Mayor Harl suggested asking NCICG to come in and present to the Committee regarding theannual membership fees.
NEW BUSINESS
Alderman Potthoff asked for an update from Tom Payton on the airport liability. Alderman
Payton reported the plan is to have AIG, our airport insurance carrier to provide a risk analysisand to ask how much to double our coverage. Alderman Payton suggested there are problemswith creating another layer of government.
Alderman Payton reported on the bid process for the boiler & machinery insurance:
· CNA-no bid
· Hartford-no bid
· XL-90 day lead time
· Liberty Mutual-sound company new in the market
· Travelers-$82,221 represents a 5% discount
The Committee concurred with the recommendation to go with Liberty Mutual.
Economic Development Director Bob Vickrey asked for approval for attendees for the 2016Deal Making Conference previously attended by Bob Vickrey and Doug Biederstedt. MayorHarl, Finance Officer Justin Miller, City Engineer Eric Carls are attending the meetings this year.
Committee approved.
Alderman Potthoff initiated a discussion of Township consolidation noting:
· Township Revenue $260,399.34
· Expenses $301,575.95 (-41,176.41)
Alderman Potthoff noted 80.38% of the expenses are compensation, benefits and comp andbenefits. Mayor Harl stated he would like to ask the voters for feedback before expenditures areincurred. Alderman Radtke suggested including language regarding state statute amendments.
Alderman Potthoff asked about the road components with services and taxes to those residents.Mayor Harl noted the Evanston model where the City Council also serves as Township board.Alderman Ferrari suggested the two organizations (City of Peru and Peru Township) sit downtogether and discuss options to work out a solution. Mayor Harl restated the goal of savingtaxpayer’s money.
Mayor Harl asked for the contract renewal of lobbyist Tim McAnarney be discussed at the nextCommittee Of A Whole meeting.
Mayor Harl reported on the classified ad posted for Treasurer with an end date of June 27, 2016.
Police Chief Doug Bernabei reported the IVRD Intergovernmental Agreements have beenapproved and the goal operational start date to be discussed at the next meeting of September 1st

Economic Development Director Bob Vickrey provided an economic development update.

Alderman Radtke made a motion to go into closed session to review closed session minutesincluding the semi-annual review of closed session minutes pursuant to Section 2.06 of theOMA. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with
Aldermen Potthoff, Ferrari Radtke, and Payton voting aye; Mayor Harl voting aye; motioncarried.
Closed session began at 5:11 p.m.; ended 5:15 p.m.
