Peru Parks and Recreation Board discusses tennis-court repair needs

At a recent meeting, the Peru Parks and Recreation Board discussed repair and renovation needs of tennis courts at the city's public parks.

The board oversees all matters related to the creation, preparation and management of both public parks and recreation programs in the community.

The meeting was called to order at 6:32 pm by Board Chairman, Ray Zborowski. Board members inattendance were Bill Steve, Janice Grabowski, Linda Dzierzynski, and Steve Michelini. Alderwoman BeckyMueller was also present.

Guests: Mark Lippert and John Spencer from WLPO, WAJK, WOLF radio. John presented their proposalfor the 2016 fireworks. Ads would be on 815life, the radio stations and newspapers calendars. It wouldbe up a month before hand and has a $1200.00 value. There would be some banner ads about 2 weeksprior to the fireworks and has a $450.00 value. They would have promotional info on 815life’s Facebookpage. There would be 40 -30 second promotional ads two weeks prior on all three radio stations. Theywould have a two hour onsite broadcast at the fireworks and they would like to synchronize thefireworks music with the radio stations. The total value of all of this would be $7,025.00. The cost to thecity would be $500.00. They would like to present it as the Peru Fireworks presented by 815life. It wouldbe the same proposal as last year. The board was given a copy of the proposal.Mario Data from Ladd Sound gave a proposal that was the same as prior years. He would have 4different locations for the speaker to broadcast the fireworks music. The cost would be $1,000.00. All ofthe speakers would be wireless and he would just need power because generators would be very noisy.

He gave the board a copy of his proposal. Steve said he will be the liaison for the fireworks. Ray will getthe items first and then contact Steve.

Jim Currie and Don Kowalczyk form the CSO were present. They informed the board that the CSO is all infor the fireworks. They had a question on the beer garden area and who would be allowed in as far asunderage people went. They were informed that the board is not involved in that and they shoulddiscuss it with the police. They also asked about porta-potties and the locations of them. They said theywould provide the ones inside the fence. They also noted that they could move the band stage a bit ifthere was an issue. Officer Pyszka said there should be no minors in the beer garden area unlessaccompanied by an adult. The CSO has wristbands for anyone of drinking age. Everyone agreed thatsince it is a new location there are allot of things that need to be worked out. Ray said most of theorganizations involved are hoping to meet next week. The CSO was informed they should contact JohnSpencer with their information. The CSO asked what the hours would be and Ray thought 1pm at theearliest. The CSO has Liability insurance and their insurance agent wanted to know who was doing theMall’s insurance. Ray said the mall is waiting on Dave Bartley about insurance. The City and propertyowner are named as additional insured on the fireworks vendors insurance. Ray said Dave Bartley wouldlet us know. Officer Pyszka said there would be 7 or 8 officers there watching for tailgating and therewould be no officers on the east side of the mall. He said he received an email on security and said hecould give a detailed plan when he knows what the mall expects. He is waiting on their expectations. Hisbiggest concern was tailgating. There will be no parking signs from Midtown road to 38th street. Youshould be able to enter the mall on 38th street. It will be discusses at next week’s meeting. Steve saidsince the stage is set up the day before and removed the day after it would be on the mall property. Raysaid if there are any issues the grassy area was city property and the stage could be put there

Reports: Ray mentioned that before the February meeting minutes could be approved there were acouple of corrections. The Dog Park clean up dates will be April 9th and 16th and not April 10th and 17th.

Also Little League baseball was the only organization that approached the board about the oldWashington school site.

A motion to accept the minutes from the 03/08/2016 meeting with the corrections noted above wasmoved by Janice, seconded by Steve and passed unanimously. A motion to approve the Treasurer’sreport dated 03/31/2016 was made by Steve, seconded by Janice and passed unanimously.

Communications: Janice read a letter from Attorney Doug Schweickert that said the lease agreement forthe fireworks location had been signed by Mr. Tomaszewski and Doug he had it. Ray spoke with ChuckStuder from the airport because they needed info about the fireworks. Ray gave him the info and it wassent to the FAA Chicago office. There were no issues.

New Business: There were no applicants for the Tennis Instructors position. Janice said there were twoapplications for arts and crafts. Janice has been in contact with a few people about the Tennis Instructorposition but has not heard back from anyone yet. It was decided to run the ad one more time.Steve suggested trying the Ottawa paper also. Bill will contact the local and Ottawa paper. Linda Dmentioned the City website and Bill will speak with the city about putting it there. Steve asked about thepay level and Janice said it depended on experience.

A motion to accept the fireworks proposal of a $7,000.00 value for $500.00 for advertising from theradio stations was moved by Steve, seconded by Janice, and passed unanimously.A motion to accept the fireworks proposal from Ladd Sound Productions for four audio stations at a costof $1,000.00 was moved by Janice, seconded by Steve, and passed unanimously.Linda D asked about the music for Melrose and Steve said he had it. He said he will email it to everyone.

The Tennis courts at all parks were discussed. Ray noted that Washington Park was the worst.Washington Park had the cracks repaired four or five years ago. Sunset Park was not bad. 28th st Parkwas not bad. Janice had some bids from US Courts. Janice said the Mendota High School tennis coachgave her some information on a company from Lake Zurich. The contact from that company said hewould like pictures so he can quote it. He said all of the paint would have to come off to do it correctly. He gave some information on Armor Coating. It was more expensive but it would work better than justfilling the cracks. It is more expensive and is only guaranteed for two years. The cracks were an issue butthe peeling paint was also an issue. The surface needs to be cleaned better in order for the paint tostick. The peeling paint at Washington Park is bad and Ray said he heard someone had a snow blower onit. It was decided more bids were needed. We may have to prioritize which ones we do.

Unfinished Business: A discussion was held on the bounce house for Touch a Truck and the Fireworks.

The bid from Spacewalk of East Peoria was five bounce houses for the price of four at a cost of $736.00for Touch A Truck and five bounce houses for the price of four at a cost of $836.00 for the Fireworks.

We would need one person per bounce house except for the obstacle course which should have one atthe entrance and one at the exit. We may have to pay them or possibly find some to do communityservice.

A motion to accept the Bounce House proposal to contract Spacewalk of East Peoria for five bouncehouses at a cost of $736.00 for Touch a Truck on 6/18 from 12pm to 3pm was moved byJanice,seconded by Linda.

A motion to accept the Bounce House proposal for five bounce houses at a cost of $836.00 for the

Fireworks on 7/3 with possible 7/4 rain date from 1pm to 8pm was moved by Janice, seconded by Bill,and passed unanimously.

A discussion was held on the Dog Park. Work days are set. Steve spoke with Eric on the drainagesituation and it will be taken care of when the weather permits. The cement inside the gate was notapproved. Jolene would like the shelters separated from the expansion because the shelter would benice to have. Alderwoman Mueller was asked to bring the shelter up at the next Council meeting forapproval. Jolene also asked about the benches and was told they would get the next one.

Ray will contact Doug about the water and the Lights.

Ray was informed by the city that there was no money in the budget for the McKinley and Baker Lakeprojects so these projects were not going to happen.

A discussion was held on the horseback riding the cost was $150.00 which was allot of money. Theboard decided to lower the price to $100.00 and the board would cover the difference. The cost wouldbe $100.00 for a Peru resident and $150.00 for non-residents. This was preapproved due to the fact theflyer had to go out before the next meeting. A motion will be made at the next meeting on this.

Public Comment: Alderwoman Mueller asked about the McKinley Park bleachers. They will be put onthe 3rd base side closer to the diamond. Ray said Jeff would talk to Jamie Mertel on where Peru Softballwants them.

Adjournment: At 7:55 pm Janice made a motion to adjourn the meeting, seconded by Steve andpassed unanimously. Meeting adjourned.
