Peru City Council OKs measure to establish Emergency Reserve Fund

At a recent meeting, the Peru City Council adopted an ordinance to establish a General Fund Emergency Reserve.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council

Chambers on Monday, July 11, 2016 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller,

Sapienza and Payton present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

Alderman Jim Lukosus introduced Ed Cobau from the IMUA who presented Jacob Peruba of Peru with the IMUAScholarship for $500. Jacob is a 2016 Graduate of St. Bede.

Mayor Harl presented Cameron Draper of Ax Church with a letter of appreciation. Pastor Graper and noted the 412hours of community service performed in Peru along with $8,500 in supplies. Pastor Graper suggested getting

projects ready for next year’s Hope Week and explained there were more volunteers than project this year.

Friends for Peru Pool members Claudia Mikyska and Gina Martin presented a $500 donation from Hy-Vee and a$1,000 anonymous donation for the splash pad.

Mayor Harl recommended the appointment of Jackson Powell to the position of Treasurer. Mayor Harl explained theinterview process. Alderman Payton made a motion to concur with the recommendation. Alderman Potthoffseconded the motion and stated he was pleased with such a highly qualified candidate. City Clerk Dave Bartleycalled the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye;motion carried.

Jackson Powell was sworn in as Treasurer by City Clerk Dave Bartley.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of June 26, 2016. Alderman Potthoff made a motion thatthe minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the General Fund and Miscellaneous Funds Report for May 2016 and the Utility FundFinancial Summary for May 2016. Alderman Potthoff made a motion that the reports be received and placed on file.

Alderman Waldorf seconded the motion; motion carried.

ACTIVITY REPORTS

Alderman Waldorf presented the Water & Waste Water Treatment Plants Report for May 2016 and made a motionthat the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on July 13, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari,

Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Potthoff made a motion to approve $1,000 donation to the Peru Girls Little League Softball for the 11-12 year old State Tournament held at Veteran’s Park. Alderman Potthoff reported there are six teams from all over thestate in the tournament. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with

Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Lukosus read the financial report for the utility fund.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of a Planning/Zoning Commission meeting held on July6, 2016 concerning the petition of C.I.T. Group Inc concerning property located on the south side of May Roadbetween IL Route 251 and Plank Road in Peru, IL. Alderman Waldorf made a motion the minutes be received,placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

Peoria Street. Alderman Waldorf made a motion that the communication be received, placed on file and referred tothe Planning/Zoning Commission for review and recommendation. Alderman Sapienza seconded the motion; motioncarried

City Clerk Dave Bartley presented a communication from Rita Studzinski requesting permission to hold the

Compassionate Friends 3rd Annual Memorial Walk at Baker Lake on Sunday, October 9, 2016 at 9:00 a.m.; reserveeast shelter. Alderman Ferrari made a motion that the communication be received, placed on file and permission

granted. Alderman Mueller seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Humanity Preservation Foundation requesting permissionto hold the Local Loyalty Run at Baker Lake on Sunday, Sunday, August 14, 2016 from 8:00 a.m. to 3:00 p.m.

Council tabled the request for more information.

City Clerk Dave Bartley presented a communication from the I-80 Ambucs requesting permission to hold an eventpicnic at Baker Lake on October 16, 2016; reserve entire park. Alderman Mueller made a motion that thecommunication be received, placed on file and permission granted noting the park could not be completely closed.

Alderman Sapienza seconded the motion; motion carried.
