At a recent meeting, the Peru Committee of the Whole discussed potential funding streams to cover costs associated with the planned splash pad.
The committee of the whole consists of all members of the Peru City Council, who review and advance measures to the council for final votes.

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers
on Monday, July 11, 2016 at 6:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Mueller, Sapienza and
Payton present; Mayor Harl present. Alderman Ferrari arrived at 6:05 p.m.
MINUTES
City Clerk Dave Bartley presented the Committee Of A Whole Minutes of June 27, 2016. Alderman Radtke made amotion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.
FINANCE & SAFETY SERVICES COMMITTEE
Finance Officer Justin Miller provided a review of the proposed reserve ordinance:
· 180 days of General Fund expenditures
· $2,000,000 to start
o Contribution Parkside bond excess
· 2025 @ 2% $7,500,000
· Moody’s has been consulted and acknowledged 180 days would be the gold standard
Alderman Potthoff reported hotel/motel tax is up 5%.
Alderman Potthoff initiated a discussion of potential language for the proposed referendum for Peru Townshiplanguage. Mayor Harl explained that the City of Evanston first had a general language in an advisory referendum. TheCommittee discussed options.
Draft memo #3 “Shall the City of Peru and Peru Township enter into mutually beneficial intergovernmental agreementto the extent possible to allow for more efficient and cost effective government services”?
Evanston #1 “Should the Evanston Town Board continue to pursue the issue of dissolving Evanston Township?”
Preference to: Should the City of Peru continue to pursue the issue of dissolving Peru Township?
Alderman Potthoff initiated a discussion regarding funding options for the splash pad wanting to fast track the project.
Mayor Harl suggested allocating up to $500,000 of matching funds to additionally encourage fundraising efforts.
Alderman Lukosus asked if the Mayor has continued to research the OSLAD grant. Mayor Harl confirmed. Alderman
Sapienza suggested allocating the video gaming revenue to the splash pad. Alderman Radtke stated his continuedsupport on matching funds. Mayor Harl talked about limits. City Engineer Eric Carls reported it may take up to 3months to determine cost estimates with a potential summer 2018 opening. Alderman Potthoff suggested seeking aprofessional approach to high end fund raising and donations.
PUBLIC SERVICES COMMITTEE
City Engineer Eric Carls reported on the following:
· Plank Road pre-bid meeting with contractors and IDOT today
o Bid opening July 20th
o Bond in hand from the developer
· Public Works Building is ahead of schedule with a hopeful move in date of early August
· Dollar General to move to Design and Review
· Speedway set for spring construction
· MFT program at Midtown Road is complete
· Peoria Street sidewalk repairs
· Close out of Area 1 Phase 3
· Area 3 Phase 1
o Closing 5th between Peoria Street and Grant Street
· Venture Drive project starts tomorrow
o Relocates from electric department complete
o Phase 1 in parking lot

· General Fund Street Program down to the punch list
· Water Street projects to start in the fall and EDP funds have been requested from IDOT
· Market Street Water Main Extension is down to the punch list
Alderman Waldorf asked if the Code Enforcement Officer could look at the blowing of grass clippings on the road.
Alderman Lukosus asked about the process for the 13th Street Flood Plain. City Engineer Eric Carls stated that until thestate and federal reviews are complete the LOMA requests cannot be made.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion
