To develop the Illinois Lottery conscientiously while maintaining equilibrium for taxpayers, Gov. Bruce Rauner recently released a Request for Proposal (RFP) with state lottery officials to scout out a new private management partner.
"Today, the state of Illinois is transforming the lottery by seeking a new private management contract," Rauner said. “Under this proposal, we are eliminating historical conflicts of interest, incentivizing innovation and growth, and creating opportunities for new businesses to thrive in this industry. Our goal is to continue to provide the beloved games of the lottery, while also driving value for taxpayers."
The selected candidate will share the program’s vision of increasing profits for Illinois while simultaneously broadening the playing population, as well as identifying new technology and staying alert to public needs.
When the state of Illinois last arranged a lottery contract in 2010, the results involved poor performance, avoidance of Freedom of Information Act law and lack of transparency, both to lottery stakeholders and the public, despite the administration’s attempts to repair and renegotiate the standing contract.
Under the new terms, private management will be held more accountable, with goals that include eliminating conflicts of interest, profiteering and financial loss; preventing taxpayer liability; providing incentives for growth online and in customer numbers; and creating a fair bidding process for interested parties.
"This RFP is a growth opportunity for lottery retailers and will allow a new manager to offer fresh and exciting game experiences for our players,” Illinois Lottery acting Director Tim McDevitt said. “(Our) main beneficiary will continue to be K-12 education."
