Gov. Bruce Rauner announced appointments to the Illinois Educational Labor Relations Board, the Illinois Workforce Investment Board, and the Illinois Department of Healthcare and Family Services (HFS).
With manufacturing expertise, Andrew Warrington was appointed to the Illinois Workforce Investment Board, while current Educational Labor Relations Board member Gilbert O’Brien, Jr., a member since 2011, will continue as Rauner re-appointed him for continued service.
Additionally, Illinois Department of Central Management Services Assistant Director Kimberly McCullough will be transferred to serve as assistant director of the Illinois Department of Healthcare and Family Services.
Warrington, of Grayslake, is currently president of United Conveyor Corporation (UCC) in Waukegan, an environmental solutions business in the power sector that develops technology for air-quality control, ash management and water treatment; he previously held leadership positions in manufacturing, engineering and marketing.
Warrington earned both a doctorate and his bachelor’s degree in manufacturing engineering from Leeds Metropolitan University, as well as an MBA from Manchester Metropolitan University.
O’Brien, of Glen Ellyn, brings three decades in government and labor law to his new role, having served as labor liaison for the secretary of state for eight years, negotiating union contracts and collective bargaining agreements, as well as consulting for the Teamsters Local 705 regarding governmental issues.
