LaSalle City Council holds hearing on proposed appropriations ordinance

At a recent meeting, the LaSalle City Council held a public hearing on the proposed appropriations ordinance.

The LaSalle City Council includes the mayor and eight council members — two each from the city’s four wards. Regular meetings are held at 7 p.m. every other Tuesday in city council chambers, 745 Second St.

Below are the minutes from this meeting, as provided by the council.

CALL TO ORDER

The meeting was called to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE

A moment of silence was held in memory of Sharon Ciesielski who passed away July 16, 2016. Sharon

served on several City of La Salle committees for many years.

A quorum was present.

Moved by Alderman Lavieri and seconded by Alderman Duncan to appoint Tom Ptak as Mayor Pro-Tem

in the absence of Mayor Grove.

concerning the proposed Appropriation Ordinance and matters related thereto. Each and every alderman

Finance Director Duncan reviewed the appropriations ordinance including projections for the fiscal year,

as well as the major projects on the docket. These projects include the repair of Murphy Drive, the

sidewalk program, the Rotary Park Widening project, blower and diffuser project, the St. Vincent Lift

Station repair, the Baker Avenue sewer separation and issues pertaining to the NPDES permit

requirements. In addition, improvements to the SCADA system which is the electrical operating system

for the water system will also be addressed, as well as investigation of some wells within the City. Mr.

Duncan indicated that a top priority for next year’s appropriations will be work on the Civic Water tower.

There were no questions or objections from the public.

7: 11 p.m. Moved by Alderman Herndon and seconded by Alderman Reynolds to open the Public Hearing

concerning the proposed Appropriation Ordinance and matters related thereto and the petition and

request of Old Dominion Freight Line Inc. for annexation of premises commonly known as 761 E. Route

6, La Salle, Illinois and related matters. (Parcel #’s 19-05-204-000 and 19-05-205-000). (Exhibit 1)

Attorney McPhedran stated that this petition as read consists of two parcels presently zoned AG-1 by the

County and there is a corresponding request to rezone to M-1 as part of the annexation process. The

annexation of this property is in furtherance to a boundary line agreement derived a few years ago with

the Village of North Utica. This agreement stated that La Salle could annex the Old Dominion property if

the owners agreed. The City has already provided water to the property.

Attorney McPhedran introduced Ms. Lisa Pearson who was present at the hearing as the representative

of Old Dominion Freight Line Inc. Attorney McPhedran asked Ms. Pearson if the information he had

presented to this point was accurate and if she was authorized to represent her company. Ms. Pearson

stated that the points were accurate and she was given authorization to represent Old Dominion Freight

Line Inc.

Attorney McPhedran added that the Planning Commission met earlier and did make a recommendation to

approve the zoning change as requested by Old Dominion to M-1, with the provision that R-4, Multiple

Family Housing is excluded. Ms. Pearson confirmed that this exclusion was understood and agreed to by

her company.

He continued by saying that this hearing concerns the annexation and would have also been to consider

an annexation agreement. However, in this case, since the City has already provided water to the

property and the owner is willing to annex, there is no additional formal agreement for the council to

consider, only the ordinance to annex and the rezoning ordinance.

In addition, he noted that when a property is annexed and a Fire Protection District is involved, there are

provisions in the law that for a period of time certain lost revenue for that Fire Protection District ,which

would be Utica, will be respected. There are statutes which determine how much and the circumstances

that the City of La Salle must abide by. As in past annexations where this situation is present, the City of

La Salle will follow the statute in the event of and upon annexation.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City

Council meeting held on Tuesday, July 5, 2016 are accepted and placed on file. Each and every

alderman has a copy.

PETITIONS

Moved by Alderman Lavieri and seconded by Alderman Reynolds to allow Pastor Cameron Graper of the

Ax Church to address the council.

Voice vote, all ayes. Motion carried.

Pastor Graper presented a PowerPoint which outlined the projects completed during Hope Week 2016.

Hope Week consisted of seven days, six churches, three cities, 18 projects and 200 volunteers who

completed at total of 1413 volunteer service hours. In addition, $8,500 was spent on supplies. In La

Salle alone, the volunteers painted shelters at Hegeler and Pulaski Parks, painted the aluminum backstop

fence at Hegeler Park, painted playground equipment, repainted and cleaned the downtown parking lot

and assisted at the La Salle Public Library. In addition, a concrete ramp was built for a disabled resident.

A total of 716 volunteer hours was spent in La Salle alone. Pastor Graper hopes to build on this next year

with more churches and more projects. He asked City leaders to keep this is mind when deciding on

projects. He thanked the City of La Salle for being so easy to work with. Brief discussion followed.

Council members thanked Pastor Graper, the churches and the many volunteers for this wonderful effort.

Alderman Reynolds thanked Cameron for also being an integral part of LPAC and many City events.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to refer the request of Araceli Lopez

of 125 Tonti Street to install two “Children at Play” signs on Tonti Street and in the alley near her home to

the Streets, Alleys and Traffic Committee.

Voice vote, all ayes. Motion carried.

Alderman Bacidore called a meeting of the Streets, Alleys and Traffic Committee for Monday,

August 1, 2016 immediately following the Finance Committee Meeting at 6:30 p.m.

Moved by Alderman Duncan and seconded by Alderman Herndon to grant the request of Robert Steele

on behalf of the Starved Rock Runners Club to utilize city streets from LP High School to the I-M Canal

Towpath and the Police Department for traffic control in order to conduct its annual Canal Connection

10K Road Race on Sunday, November 6, 2016 beginning at 10:30 a.m.

Moved by Alderman Herndon and seconded by Alderman Demes to grant the request of Doug’s

Automotive to install two 4’ x 8’ wooden banner signs for Doug’s Automotive located at 362 Third Street.

REPORT OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Demes to accept and place on file the Building

Inspector’s Report for June 2016 showing total fees collected of $1,146 with total value of construction of

$86,170.

COMMUNICATIONS

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept and place on file the Illinois

Department of Revenue Report showing sales tax collected for April 2016 of $91,121.56 and referendum

approved sales tax of $33,271.06 for a total of $124,392.62.

of 615-625 Sixth Street to Cody/Glynn Demolition and Excavating Inc. subject to a contractual agreement

NEW BUSINESS

Alderman Schneider stated that it was brought to his attention that there is an unpleasant odor in the

restrooms between the tennis courts and the ball diamond at Hegeler Park and wondered if this is an

issue that is being addressed by the Park Board. In addition, he inquired if the City has a service

schedule set-up with our porta-potty vendor. He indicated the porta-pottys on the northeast side of

Hegeler Park need attention. Finance Director Duncan will investigate this further.

The aldermen asked for clarification from the Building Inspector when he returns from vacation on the

necessity of a building permit for roofs.

COMMENTS

Cathy Tomlinson thanked the council for their assistance with the property at 615-625 Sixth Street. She

asked how soon the demolition would take place and Attorney McPhedran indicated it was dependent

upon contracts being signed which should be late this week or next week.

Alderman Demes once again recognized the Ax Church for the amazing job they did during Hope Week.
