At a recent meeting, the Peru City Council approved a contract bid for the purchase of road salt for the winter season.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council
Chambers on Monday, July 25, 2016 at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller and
Payton present; Alderman Sapienza absent; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
PUBLIC COMMENT
PRESENTATION
Police Chief Doug Bernabei reported on the attempted burglary at Coronet Dodge and the outstanding observation
of Officer Matt Peters including the apprehension of the suspect with the aid of K-9 Miko.
MINUTES
Mayor Harl presented the minutes of the Regular Meeting of July 11, 2016. Alderman Potthoff made a motion that
the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.
FINANCIAL REPORTS
Mayor Harl presented the Peru Public Library Cash Accounts Summary for June 2016 and the Peru Recreation Fund
Cash Accounts Summary for June 2016. Alderman Potthoff made a motion that the reports be received and placed
on file. Alderman Payton seconded the motion; motion carried.
ACTIVITY REPORTS
Mayor Harl presented the Peru Police Department Monthly Report for June 2016; Peru Fire Department Report for
May 2016; Peru Fire Department Report for June 2016, Peru Volunteer Ambulance Service Activity Summary for
June 2016; Public Works Monthly Report for May 2016; Building & Zoning Monthly Report for May 2016
Building & Zoning Monthly Report for June 2016 and Electric Department Report for May 2016. Alderman
Waldorf made a motion that the reports be received and placed on file. Alderman Lukosus seconded the motion;

FINANCE AND SAFETY COMMITTEE
Alderman Radtke presented the following disbursements for payment on July 27, 2016:

Alderman Potthoff made a motion to approve 90 day trial with Concur for accounts payable work flow. Alderman
Potthoff noted no funds will be disbursed for the trial. Alderman Payton seconded the motion. City Clerk Dave
Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller and Payton voting aye;
Alderman Sapienza absent; motion carried.
Alderman Potthoff reported on the increase 4.15% sales tax and 29.85% increase in gaming revenue. Alderman
Potthoff reported the reserve fund is growing in accordance with the policy.
PUBLIC SERVICES COMMITTEE
Alderman Waldorf made a motion to approve Construction Engineering Service Agreement for the Northwest Peru
2016 Road Improvement project with Chamlin and Associates contingent upon developer approval. Alderman
Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf,
Lukosus, Radtke, Mueller and Payton voting aye; Alderman Sapienza absent; motion carried.
Alderman Waldorf made a motion to award the Northwest 2016 Road Improvement Project to the lowest
responsible bidder D Construction Inc. in the amount of $2,512,085.49. Alderman Lukosus seconded the motion.
City Engineer Eric Carls stated according to IDOT, Universal Asphalt effectively has too much work scheduled for
this year. City Engineer Eric Carls reported the change didn’t dramatically change the project’s price tag and
reported it was only a $4,000 difference. Alderman Potthoff and City Engineer Eric Carls reminded Council the
project is being reimbursed by Northern White Sands and OmniTRAX. City Clerk Dave Bartley called the roll with
Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller and Payton voting aye; Alderman Sapienza absent;
motion carried.
Alderman Waldorf made a motion to purchase road salt for 2016-2017 winter season from lowest bidder, River
Docks Inc. at $65.00 per ton with no minimum quantity needed. City Clerk Dave Bartley called the roll with
Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller and Payton voting aye; Alderman Sapienza absent;
motion carried.

City Clerk Dave Bartley presented a communication fromTina Haun requesting permission to hold a wedding at
Baker Lake on August 9th. Alderman Ferrari made a motion that the communication be received, placed on file and
permission granted. Alderman Mueller seconded the motion; motion carried
City Clerk Dave Bartley presented a communication from Humanity Preservation Foundation requesting permission
to hold the Local Loyalty Run at Baker Lake on Sunday, August 14, 2016 from 8:00 a.m. to 3:00 p.m. Alderman
Waldorf made a motion that communication be received, placed on file and permission granted. Alderman Potthoff
seconded the motion; motion carried. (Alderman Mueller opposed).
