Sandwich Committee of Whole discusses spate of vehicles parking on sidewalks

At a recent meeting, the Sandwich Committee of the Whole discussed concerns over vehicles parking on sidewalk areas.

MINUTES

Mayor Olson called the meeting to order at 7:00 PM followed by a moment of silence in

remembrance for the fallen police officers in Baton Rouge, Louisiana.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Dell, Fraser, Killey McMahon,

Moran, Robinson & Scheidecker

Also present: Attorney Palasiewicz, Chief Bianchi, EMA Director Ciciora &

Department of Public Works / City Engineer Horak,

Absent: City Treasurer Webber & Alderman Redden

Mayor Olson

Emergency Siren Replacement(s): Mayor Olson requested that EMA Director Ciciora provide anupdate on the siren replacement. In his research for quotes, two (2) sirens can be purchased for atotal amount of $34,787.20 that includes installation in approximately four (4) weeks. $37,700.00 hasbeen budgeted under line item #020.0000.85.5830. The Council will approve the purchase at nextweek’s meeting.

Aurora Area Convention & Visitor’s Bureau Update: Mayor Olson reported that the new annual

brochure has been released, and the City is prominently displayed this year. The Mayor, as a sitting

member on the board, had voiced his displeasure at the coverage the City received in previous

issues.

Foster, Buick, Conklin & Lundgren: No report

City Clerk said she would pass on her discussion regarding repeat offenders on forced mows. She

indicated that she had spoken with Attorney Buick earlier in the day, and that the City’s Municipal

Code will dictate what she had hoped to propose.

Director of Public Works / City Engineer Horak:

Ward 3 brush pickup is complete. The next scheduled brush pickup for Ward 3 will be Monday,

August 15th

.

Ordinance 2016-08 entitled “An Ordinance Amending the Municipal Code of the City of Sandwich by

the Addition of Article IV of Chapter 66, Construction of Facilities on Rights-of-Way”: The ordinance

enables the City to require a permit by the utility company, insurance certificate, and will provides

rules in order to operate in the City’s rights-of-way. The City’s excavation permit will be modified to

mirror the requirements outlined in the proposed ordinance that is geared more for utility companies

as opposed to companies doing routine sewer and water repairs. Utility companies will be asked to

submit a surety bond or create a security fund that would be become part of the City’s budget that

can be assessed if needed.

DC Trash of Illinois Agreement: DC Trash has been working with DeKalb County to resume

electronic waste recycling. The recent July event was conducted without the benefit of an agreement

between the City and DC Trash. An agreement has been created covering the events for the

remainder of the year including the cost to collect televisions and computer monitors. Mayor Olson

noted that DC Trash joined the Sandwich Chamber of Commerce last week.

W.I.N. LLC Proposed Fiber Optic Cable Installation: Engineer Horak provided Council with a copy of

his e-mail correspondence with DeBauche Communications regarding a proposed fiber optic cable

line from the intersection of Center / Eddy Streets easterly to Latham Street, northerly to 3rd Street,

and easterly to the cell tower at 1040 E. 3

rd Street. Most of the underground permit application is not

covered under the City’s application process in place but is covered by the proposed Ordinance

2016-08.

Chief Bianchi: No report

EMA: No report

Alderman Dell reiterated comments made last week regarding hanging limbs and shrub overgrowth

on city sidewalks. He added that vehicles parked across the sidewalks seem to be a common

concern as well.

Alderman Fraser: No report

Alderwoman Killey advised that the finance committee will meeting at 9:30 AM on Tuesday, July

19th, at City Hall.

Alderman McMahon: No report

Alderman Moran: No report

Alderman Redden: Absent

Alderman Robinson: No report

Adjournment:

There being no further business to come before the Council, motion made by Alderman Robinson

and seconded by Alderman Moran to adjourn the Committee-of-the-Whole Council meeting at

7:23 PM. Motion carried unanimously by voice vote.
