Sandwich City Council discusses plan to use tourism-fund money to promote city

At a recent meeting, the Sandwich City Council discussed an alderman's proposal to use $25,000 in the tourism fund to promote the city.

Mayor Olson called the meeting to order at 7:00 PM.

Pledge of Allegiance followed by a moment of silence in memoriam for the police officers that

senselessly lost their lives in Dallas.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Dell, Fraser, Killey, McMahon,

Moran, Redden, Robinson & Scheidecker

Also present: Attorney Tritt, Department of Public Works / City Engineer Horak,

Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer Webber

Approval of Minutes

Motion was made by Alderman Redden and seconded by Alderman McMahon to approve the

minutes of the Regular Council Meeting of June 27, 2016 and the Committee-of-the-Whole

Meeting of June 20, 2016 and July 5, 2016. Aye: Aldermen Dell, Fraser, Killey, McMahon,

Moran, Redden & Robinson Nay:0 Abstained: Alderman Scheidecker Motion carried

Approval of July Semi-Monthly Bills

Motion was made by Alderwoman Killey, and seconded by Alderman Moran, approving

payment of the July semi-monthly bills in the total amount of $ 79,419.83. Aye: Aldermen

Dell, Fraser, Killey, McMahon, Moran, Redden, Robinson & Scheidecker Nay:0 Motion

carried 8:0

Mayor Olson

Honorary Proclamation: Mayor Olson read a proclamation declaring Friday, July 15th “Starr Frederick

Day” on her retirement from the Sandwich Park District after 24 years of dedication and service. She

has served as Board Treasurer and Secretary.

PTAX Application 300: The Mayor explained this is a form that must be filed on the purchase of 1251

E. 6th Street for non-homestead property exemption. The closing on the property was June 17, 2016.

Certified notice must be given to taxing bodies within the community advising that the City has

purchased the property.

National Night Out will be held on Tuesday, August 2nd at Veterans Park in downtown Sandwich.

The event, hosted by the City of Sandwich, Sandwich Police Department and Sandwich Fire

Department, will consist of a 5-K run, car show, crime and safety preventative exhibits, and food

vendors. The Sandwich Police Benevolent Fund will be assisting. All proceeds will be donated to

FVOA (Fox Valley Older Adults). Waiver of hawker and food vendor fees was not discussed.

Plan Commission regular meeting for Tuesday, July 12th, 2016, has been canceled.

Brush Pickup for Ward 2 should be completed by tomorrow. The next scheduled brush pickup will be

August 8th

2016 Water Tower Painting Award: Engineer Horak made a recommendation to award the 750,000-

gallon spheroid, exterior overcoat, wet interior repaint, dry interior partial repaint, and miscellaneous

repairs (2016 water tower painting) project to L&T Painting, Inc of Shelby Township, MI in an amount

of $251,000.00. The 750,000-gallon tower is located on Duvick Avenue and will be receiving the

exterior overcoat, wet interior repaint, dry interior partial repaint and miscellaneous repairs. The

300,000-gallon tower located on Green Street is having interior work and foundation repairs.

So moved by Alderman McMahon, and seconded by Alderman Dell. Aye: Aldermen Dell,

Fraser, Killey, McMahon, Moran, Redden, Robinson & Scheidecker Nay:0 Motion carried 8:0

Clark Street WTP (Water Treatment Plant) Emergency Generator: Engineer Horak recommended

approval of Change Order #1 that revises the Substantial Completion Date to December 9, 2016.

Motion made by Alderman Scheidecker, and seconded by Alderman McMahon. Aye:

Engineer Horak made a recommendation to issue the Notice to Proceed to Halm Electrical

Contracting Inc.

So moved by Alderman McMahon, and seconded by Alderman Scheidecker. Aye: Aldermen

Hall Street Lofts - Update: Engineer Horak advised that the building permit was issued earlier in the

day to the contractor applicant. The City is awaiting a written response to the applicant’s request for

reduction in building permit fees. Alderman Redden felt the fee structure should have been resolved

prior to a building permit being issued. He elaborated that because no annexation agreement is

required for compensation, the City will endure costs associated with additional traffic, school

enrollment will increase, and the location may require additional police presence. Alderwoman Killey

concurred with Alderman Redden’s assessment noting the schools are very concerned on the impact

the project will have on the school district. The developer has declined to pay the voluntary fees that

included impact fees to the schools, fire protection district, and the City. Mayor Olson felt it is in the

best interest of the City to keep the project progressing.

Chief Bianchi requested a motion to purchase a new SUV for the K-9 program at a cost of

$29,500.00. Over $28,000.00 was raised to equip the new SUV and dog training. He added that the

purchase of a replacement squad car will be addressed at a future date.

Motion made by Alderman Moran approving the purchase of a SUV to be used for the K-9

program at a cost of $29,500.00. Motion was seconded by Alderman Scheidecker. Aye:

EMA Director Ciciora explained that the Sandy Bluff siren had lost power resulting in a failed test,

and the problem is easily rectified once electricity is restored to a connecting lift station. The Duvick

siren is inoperable and parts may no longer be available for the 1950’s relic. A replacement siren will

cost approximately $18,556.45. Director Ciciora cautioned the Council that the fairgrounds’ siren is

of the same vintage, and it is a matter of time before that siren will need replacement. Delivery time

is approximately eight (8) weeks and will require a couple of days for installation. A straw poll of

hands directed EMA Director Ciciora to proceed in replacing the siren. Council will confirm the

purchase at the next regular meeting on July 25th

.

Alderman Dell indicated that the City has approximately $25,000.00 in the tourism fund. He would

like to see the City work in conjunction with the Chamber of Commerce to create a program where

these funds could be utilized to promote Sandwich. The City’s portion of the monthly contribution

received from the State is approximately $220.00.

9:30 AM at City Hall.
