Peru City Council discusses efforts to organize electronics-recycling event

Meeting 09

At a recent meeting, the Peru City Council discussed ongoing efforts to organize a local electronics-recycling event or drive.

Below are the minutes from this meeting, as provided by the council.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING AUGUST 8, 2016

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, August 8, 2016 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

Police Chief Doug Bernabei reported on the attempted burglary at Coronet Dodge and the outstanding observation of Officer Matt Peters including the apprehension of the suspect with the aid of K-9 Miko.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of July 25, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the City Clerk’s Report for June 2016; General Fund and Miscellaneous Funds Report for June 2016 and Sales, Home Rule, Use and Telecommunication Tax Receipts for April 2016. Alderman Potthoff reported the sales tax is up 4% from last year and the use and telecommunication tax are also up. Alderman Potthoff made a motion that the reports be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Public Works Monthly Report for June 2016; Electric Department Report for June 2016 and the Water & Wastewater Treatment Plants Report for June 2016. Alderman Waldorf made a motion that the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on August 10, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Potthoff made a motion to approve $1,000 donation to Illinois Valley PADs shelter. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Potthoff made a motion to authorize the execution of Letter of Intent with Bernardi Securities Inc. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Ferrari made a motion to approve $500 donation to Peru Veterans Memorial Group to offset expenses for an aerial fly over during the annual Pearl Harbor Parade and Memorial Service on December 3rd. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Payton made a motion to approve $100 donation to the Boy Scouts of America 3rd Annual LaSalle-Peru Founders Patrol Breakfast on August 16th. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Ferrari made a motion to approve $500 donation to IV Superbowl for the annual Illinois Valley Professional Bowlers Tournament October 15th and 16th. Alderman Mueller seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Mueller made a motion to approve Engineering Service Agreement with Chamlin & Associates for the St. John’s Subdivision Area Storm Sewer Improvements with a cost not to exceed $29,900. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Mueller made a motion to approve upgrade city wide Avaya phone system, with Ficek Electric, to current software version and new server replacing Windows XP with cost breakdown: City Hall $5,780.00; Electric Department $5,930.00 and Fire Department $3,147.00 for a total cost of $14,857.00. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Lukosus made a motion to approve security upgrade in the amount of $18,265.00 for the Electric Department through Seico Inc. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Waldorf made a motion to approve proposal from Ladzinski Cement Finishing Co. for sidewalk replacement in downtown Peru for a cost not to exceed $11,713. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

PSM Jeff King addressed the Open Forum letter that criticized the upkeep of the cemetery. PSM King explained that is his first check each morning. PSM King stated he responded on social media and was accused of being a bully. PSM King stated he has made a point of making the cemetery a place of pride. Alderman Mueller commended PSM King for his efforts.

City Engineer Eric Carls reported on the closing of 38th Street between Venture Drive to the entrance of Dollar Tree.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Doug Schweickert presented the minutes of the Planning/Zoning Commission hearing held on August 3, 2016 concerning the petition of DG Partners LLC d/b/a DG Partners Midwest, LLC a Missouri Limited Company for property located at 1008-1012 Peoria Street, Peru, IL. Alderman Waldorf made a motion that the minutes be received, placed on file and to concur with the recommendation. Alderman Sapienza seconded the motion; motion carried

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6173

AN ORDINANCE AMENDING ZONING ORDINANCE NO. 3817 OF THE CITY OF PERU BY ADDING A SPECIAL USE SECTION 11.02 (b)(34)

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

AN ORDINANCE GRANTING VARIANCES UNDER THE ZONING ORDINANCES OF THE CITY OF PERU, IL AS SOUGHT BY THE PETITION OF DG PARTNERS, LLC d/b/a DG PARTNERS MIDWEST, LLC CONCERNING PROPERTY LOCATED AT 1008-1012 PEORIA STREET, PERU, IL

Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Corporate Counsel Doug Schweickert presented the minutes of the public hearing held on August 3, 2016 on vacation of portion of Sixth Street in the City of Peru, IL. Alderman Waldorf made a motion that the minutes be received, placed on file and to concur with the recommendation. Alderman Sapienza seconded the motion; motion carried

AN ORDINANCE VACATING A PORTION OF SIXTH STREET IN THE CITY OF PERU, IL

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

AN ORDINANCE AUTHORIZING AMENDMENTS TO PRIVATE DEVELOPMENT AGREEMENT BETWEEN THE CITY OF PERU AND DG PARTNERS MIDWEST, LLC (OLD PUBLIC WORKS BUILDING)

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

UNFINISHED BUSINESS

Alderman Lukosus reported there are 7 different applicants for the IMEA Energy Efficiency Program and has exceeded the allotted $53,000. Mayor Harl stated that last year the funds were adjusted to 70% of requested. Alderman Lukosus asked for input on cutoff of the applicants.

NEW BUSINESS

Alderman Ferrari made a motion to seek applicants for vacancy in the Public Works Department with an emphasis on water. Alderman Waldorf stated he thinks we need two new employees. ASM Doug Bernabei suggested seeking applications up to early September with a start date of early November. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

Alderman Lukosus reported that planning is well underway for the next TBM Avenger reunion and salute to veterans on May 20, 2017. Alderman Lukosus stated the date also falls on Armed Forces Day. Alderman Lukosus reported on a $20,000 donation from the family of the late Ed McConnell, a World War II veteran from Marseilles. Alderman Lukosus stated that it is neat that family thought so highly of the event to do that. Alderman Waldorf asked if the city would be able to send a card of thanks to the family.

Alderman Waldorf made a motion to approve appointments of Mayor Harl, ETSB Chairman Joe Hogan, Police Chief Doug Bernabei and Fire Chief Jeff King as City of Peru representative on board of directors for Illinois Valley Regional Dispatch. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Mueller, Sapienza and Payton voting aye; motion carried.

PROCLAMATIONS

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented a communication from Jim Schaefer of IVCH requesting permission to hold the IVCH Fall Fitness 5K run on Saturday, September 3, 2016. Alderman Potthoff made a motion that the communication be received, placed on file and permission granted. Alderman Ferrari seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Robert Powell, Pastor of Life Church, Peru, IL requesting permission to hold a Local Loyalty Awareness event at Baker Lake on October 15th from 9:00 a.m. to 3:00 p.m. Alderman Waldorf made a motion that the communication be received, placed on file and permission granted. Alderman Ferrari seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Abbie Burris requesting a special use to operate an in home salon for property located at 2310 Shooting Park Road. Alderman Potthoff made a motion that the communication be received, placed on file referred to the Planning/Zoning Commission for review and recommendation. Alderman Lukosus seconded the motion; motion carried.

PUBLIC COMMENT

Resident Sherry Mayszak asked when the City would be holding an electronic recycling event. Clerk Bartley stated he has been unable to find a source to do an event even for pay. Mrs. Mayszak noted the City of Streator had an event scheduled. Clerk Bartley stated he would reach out to the street or city manager and continue working to find an option for an event.

CLOSED SESSION

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 8:03 p.m.
