The Sandwich Committee of the Whole met Sept. 19 to review reopening of a cinema.
Here are the meeting's minutes, as provided by the committee:
MINUTES
Mayor Olson called the meeting to order at 7:00 PM
Roll call was taken:

Aurora Area Tourism Presentation: Cort Carlson, Executive Director for the Aurora Area Convention
and Visitors Bureau, presented a film presentation providing an insight to the organization and how it
benefits the City of Sandwich. The non-profit, 501(c)(6) organization is served by ten communities in
the Aurora area, including Sandwich who has been a contributing member since 2007 through hotel
tax contributions.
Pastor Kaul Proclamation: Mayor Olson read a proclamation thanking Reverend Kaul for over
forty (40) years of dedication and commitment to his church flock and the citizens of the City of
Sandwich, and declaring this past Sunday, September 18th, as "David J. Kaul Day".
Ordinance 2016-13 entitled “An Ordinance Granting a Special Use in the CBD-1 Central Business
District 1 Permitting the Operation of a Body Art Establishment at 5 N. Main Street by Family Pride
Tattooing and Piercing Inc.” was presented for first reading. Business owner, Jeff O’Sullivan, was
present to answer questions.
Street Closure Request: Regarding the continued discussion on Knuckle Hedz’s request for a street
closure on Saturday, October 8th
, several aldermen questioned the activities at the venue before
permitting the street closure. The business has requested that Center Street, between Main Street
and the alley due west of their building, be closed between the hours of 9 AM and 1 AM. A street
dance is planned. Concerns raised included liability insurance and noise complaints having a band
playing outdoors. The discussion will be continued to next week’s meeting.

Taste of Sandwich & Craft Show Street Closure: The events are scheduled for Wednesday and
Thursday, September 28th & 29th. Letters will be distributed to the businesses and apartment
dwellers in the downtown area advising of street closures for the 2-day event. The tent will be
erected on Tuesday and removed on Friday.
Announcement: WOW 7 movie theater has been sold, and will reopen on Friday, September 23rd as
Classic Cinema 7.
Foster, Buick, Conklin & Lundgren: No report
City Clerk reminded Council that nominating petitions for the 2017 Consolidated Election in April can
begin circulating on Tuesday, September 20th

City Treasurer: Absent
Director of Public Works / City Engineer Horak:
PC2016-03 Plan Commission Recommendation: Engineer Horak reported on the Plan Commission
recommendation for approval of a special use for a body art establishment located at 5 N. Main
Street in accordance with Section 2-2-7.C of the City’s zoning ordinance by a vote of 5-0 at the
September 13, 2016 regular meeting. Ordinance 2016-13 that was presented for a first read will be
on the agenda next week for approval.
Brush Pickup: Brush pickup in Ward 3 will be completed by Tuesday.
BNSF ROW Water Main Replacement Project: The preconstruction meeting for the BNSF ROW at
Main and Lafayette Streets water main replacement project will be held on Tuesday, September 20th
at 1 PM. Engineer Horak anticipates information will be available as to the anticipated closing date of
the streets at the railroad crossing for the repairs.
2016 Concrete Street Maintenance Project (16-00000-01-GM): Contract has been submitted to
IDOT for approval that is expected by the end of the week.
2016 Hot-Mix Asphalt Street Maintenance Project (16-00000-02-GM): Contract has been submitted
to IDOT for approval. Engineer Horak anticipates approval by the end of the week.
2016 Water Tower Painting: The contractor has started storing his equipment as of last week, and
has installed handrails at the top of the tank.
Pratt Road Bridge: The 2022 Major Bridge Program application was submitted to IDOT on
September 14th. Engineer Horak does not expect an approval prior to next Spring. This is an annual
application until funding is received.

Alderman Fraser: No report
Alderwoman Killey advised that the finance committee will meet at City Hall on Tuesday,
September 20th at 9:30 AM.
Alderman McMahon: Absent
Alderman Moran: Absent
Alderman Redden provided the Council with a printout on different scenarios pertaining to the
anticipated health insurance premium increase. He asked the Council to review, and the matter will
be discussed at a future meeting.
Alderman Redden noted that Yorkville has decided to continue their BUILD program through the end
of 2017. The BUILD program for Sandwich will expire in November, 2016. The Council will need to
make a decision whether to modify the program and let it lapse in November.
Alderman Robinson announced that he will be chairing the arrangements for the Taste of Sandwich
on behalf of the City. Mayor Olson added that he visited the DeKalb County Health Department this
past Friday to discuss a health permit for the event. The Health Department approved an ‘umbrella’
license for the City under which all food participants for the Taste of Sandwich will be covered.
